State Stamp and Registry Minister Ravindra Jaiswal told ‘Hindustan’ that after this important decision of the cabinet, now there will be no disputes in fixing the value of land properties in the state and the stamp duty to be levied on it at the time of registration and The number of cases on this issue will decrease. Stamp Minister Ravindra Jaiswal clarified that the system to be implemented by this decision of the cabinet will not be mandatory but will be optional. If a person wants to get the value of any land, building etc. assessed and the stamp duty levied on it, then he can apply in the office of the District Magistrate and get it done by depositing a fee of Rs 100 from Treasury Challan. He also said that till now the District Magistrates were not interested in this, but in the new system, the District Magistrates would be compelled to make such an assessment.

He told that now any person wants to buy any land, house, flat, shop etc. anywhere in the state, then first of all he will have to give an application to the District Magistrate of the concerned district and also a fee of Rs 100 in the treasury through treasury challan. need to deposite. After that, the DM will get the accountant to get the current value of that land property evaluated according to the DM circle rate. After that, the stamp duty to be levied on the registry of that property will also be determined in writing.

The Stamp Minister said that in the system that was going on till now, if a person wanted to buy land, building, then there is doubt about the value of that land property and the buyer is the property dealer, the lawyer who got the registry, the officers of the registry department. and the price of that building or land was fixed in it orally, on that basis stamp duty was charged on his registry.

The dispute of charging less fee will end

Later, a situation of dispute arose that the value of the said land property should not have been so much but that much, in this context, less stamp duty was collected on its registry. The number of such cases was increasing in the Stamp and Registry Department of the state, which will now be curbed. Knowledgeable officers of the Stamp and Registry Department say that with this new system, if the correct stamp duty is started on the registry of the land and building, then there will definitely be an increase in the revenue.

This arrangement was there before the dispute

There is no new system in the decision, it was there earlier also, if there was a dispute in fixing the price of any land, building according to the DM circle rate and the stamp duty levied on it, then in that case by giving an application to the District Magistrate, The value of the land or building was assessed through DM by depositing a fee of Rs 100 and after that the stamp duty to be levied on its registry was fixed.

With this decision, any person will be able to apply in this regard to the District Magistrate before every banam. This will end the disputes regarding determination of the value of the building or land and the stamp duty levied on it and the system will be simplified. But these officers also raise the question that it will take time to adopt this process before every bond, and the arbitrariness of the Lekhpal and Tehsildar will increase, which will increase corruption, it will have to be monitored.
