After the implementation of the AICTE Regulations-2019 by the Department of Technical Education (Diploma Sector) in front of the Chief Minister of Uttar Pradesh, Yogi Adityanath, at his official residence today, after the implementation of the AICTE Regulations-2019, the proposed amendments in the Regulations of Aided Polytechnic Institutions and for the degree courses of Pharmacy.
Presentation was made regarding grant of ‘No Objection’ (NOC) by the State Government. On this occasion, the Chief Minister said that the courses of polytechnic/pharmacy should be designed according to the requirements of the present. He said that it is necessary to upgrade the courses run by these institutions as per the demand. Along with this, special attention should also be paid to the quality of education, otherwise the objective of availability of good manpower will not be fulfilled.
The Chief Minister said that in view of the employment available in various sectors, there is a good demand for the candidates who have passed the courses run by the polytechnic institutions. The need is that the abilities of the students pursuing technical education should be of high quality. This increases their chances of getting employment. The Chief Minister said that in view of the corona epidemic, there is a good demand for the candidates doing pharma courses in the pharma sector. He directed to update the courses of pharma as per the demand of time. He said that there will be good demand for Pharma course passouts in future. There are strong chances of them getting employment. Therefore, pharma courses should be updated immediately. While making a presentation before the Chief Minister, Secretary Technical Education, Alok Kumar informed that in order of the decision of the Council of Ministers, in accordance with the Regulation 2019 of AICTE for educational posts in state and aided/aided polytechnic institutions, the seventh pay scale It was decided to implement the recommendations of the government and in its sequence, to make service rules / regulations of state and aided polytechnic institutions.
The Chief Minister was apprised that in the order of the decision of the Council of Ministers, the proposals regarding the preparation/amendment of service rules/regulations for the educational posts of state and aided/aided polytechnic institutions were conducted separately. It was informed that a requisition has been sent to the Uttar Pradesh Public Service Commission on June 23, 2021 for the appointment of 1,357 posts of Principals, Workshop Superintendents and Librarians. On this, the Chief Minister directed to complete the process of posting on these posts at the earliest.
The Chief Minister has directed to complete the process of amendment in the existing Regulations-1996 (as amended) for aided/aided polytechnic institutions immediately.
While apprising the Chief Minister regarding the grant of ‘No Objection’ (NOC) by the State Government for the degree courses of Pharmacy, Secretary Technical Education said that at present, 05 years after PCI approved the establishment of new institutes of Pharmacy in the year 2019. Banned till date. PCI has given exemption in ‘increasing admission capacity’ and ‘running new pharmacy courses’ in the already operating institutions of pharmacy. The Chief Minister was apprised that PCI has made this provision in its circular dated December 31, 2020. It is said that if the State Government ends the system of NOC by issuing a mandate, then there will be no need to issue NOC to the institutions separately by the State Government.
After reviewing the presentation, the Chief Minister said that after applying for NOC by any organization, it should be thoroughly examined and provided NOC with time boundness. Arrangements should also be made to make NOC available online.
