Monsoon session of Uttarakhand Legislative Assembly begins, the first day is in the name of the late

Monsoon session of Uttarakhand Legislative Assembly has started from today. During the session, while the opposition has planned to surround the government on various issues, the government has also prepared its strategy accordingly. In such a situation, the session is expected to be uproar. Supplementary budget, two government and two effective bills will also be introduced during the session. 19 MLAs of the ruling party and the opposition have put 788 questions for the session.
This is the first session of the assembly after the change of leadership in the BJP government of Uttarakhand. In the session, Chief Minister Pushkar Singh Dhami was present as the Leader of the House for the first time and Pritam Singh as Leader of the Opposition. Like the previous sessions, this time too the hall was expanded in view of the corona infection. At the beginning of the assembly session, first of all tributes were paid to the world renowned environmentalist, Padma Vibhushan and the leader of Chipko movement, Late Sunderlal Bahuguna, in the gallery of the House. While entering the House, all the ministers and MLAs including the Speaker of the Uttarakhand Assembly, Chief Minister paid floral tributes to his portrait. On the first day of the session, tributes were paid to the departed MLAs in the House. During the session, strict arrangements have been made regarding the security arrangements along with the sitting of the MLAs following the Kovid protocol.
On the first day of the monsoon session, the world renowned environmentalist, Padma Vibhushan and the leader of the Chipko movement, Mr. Sunderlal Bahuguna was paid tribute by the honorable members in the gallery of the House. While entering the house, Uttarakhand Assembly Speaker, Chief Minister including all the ministers and MLAs welcomed the self. Tributes were paid by paying floral tributes to Bahuguna’s portrait.
Chief Minister Pushkar Singh Dhami paid tributes to Leader of Opposition Late Indira Hridayesh, Gangotri MLA Gopal Rawat, former Haridwar MLA Ambrish Kumar, former Education Minister Narendra Bhandari, former MLA Bacchi Singh Rawat in the house. Tributes were also paid to Kalyan Singh, former Chief Minister of Uttar Pradesh and former Governor of Rajasthan. On this occasion, floral tributes were paid to the portrait of Kalyan Singh. Vis President Premchand Agrawal, Chief Minister Pushkar Singh Dhami, Cabinet Minister Dhan Singh Rawat, Yatiswaranand, Banshidhar Bhagat, Arvind Pandey, BJP State President Madan Kaushik, MLA Deshraj Karnwal, Sanjay Gupta, Rajkumar Thukral and others paid their tributes.
On this occasion, the Speaker of the Vidhan Sabha has said that Sunderlal Bahuguna has led many movements for the protection of the environment, protection of the Himalayas and rivers, to awaken people’s love for trees throughout life. The Speaker said that Bahuguna, who was a freedom fighter, will always continue to act as a source of inspiration for the society. He said that even though he has passed away from the body, but the work done by him will always be immortal in the heart of every person.
Self. Bahuguna’s son Rajiv Nayan Bahuguna said that the Speaker of the Legislative Assembly has always been with his family in happiness and sorrow. Even after the death of his father, he was in the hospital due to his last breath. Rajiv Nayan Bahuguna expressed his gratitude to the Speaker on this occasion.
30 MLAs joined video conferencing
Arrangements have been made for 40 MLAs to sit in the house to follow the Kovid protocol. While 30 MLAs are sitting in room number 107 of Prakash Pant Bhavan. From where they are joining the proceedings of the House through video conferencing.
Media will be allowed to enter the assembly premises
Media personnel are allowed inside the assembly premises to cover the session. Entry in the House to the Sabha Mandap and the adjoining gallery is restricted as before. In this regard, guidelines have been issued towards the secretary-in-charge of the assembly, Mukesh Singhal. Water proof tents were arranged for the media personnel in the parking premises of Prakash Pant Bhawan. Where there is a facility of live broadcast of the proceedings of the House.
Vidhan Sabha Monsoon Session: Supplementary budget will be presented in the House on 24
The supplementary budget will be presented in the assembly on Tuesday, August 24, the second day of the monsoon session. Along with this, the government will also introduce six other bills in the house. This decision has been taken in the meeting of the Business Advisory Committee held under the chairmanship of Speaker Premchand Agarwal late in the evening. Speaker Premchand Agrawal said that the supplementary budget will be presented in the house on Tuesday. It is known that the government had approved the supplementary budget of about five thousand crores in the cabinet meeting held a few days ago and now this budget is being presented on Tuesday.
It is known that the assembly elections are to be held in the state early next year. In such a situation, the supplementary budget of the government is being considered very important. It is believed that the government can announce some new schemes before the elections through this supplement. Along with this, there can also be a budget arrangement for those schemes. The supplementary will be placed in the House only on Tuesday and discussions etc. are expected to be held in the next days. The Speaker said that for the proper functioning of the house, an appeal has been made to the ruling party as well as the opposition for cooperation.
Six more bills to come
According to the decision taken in the meeting of the Business Advisory Committee, apart from supplementary, six other bills will also come in the house on Tuesday.
