The first step of the return of agricultural laws, approval from the cabinet, now the bill will come in Parliament
The government has taken the first step of the constitutional process of rolling back three new agricultural laws. On Wednesday, the cabinet of the Modi government has approved the withdrawal bill of these laws and now it will be introduced in Parliament. Prime Minister Narendra Modi had announced the withdrawal of these laws on Friday itself. Now after getting the approval of the cabinet, the bill will be introduced in the winter session of Parliament. Parliament’s session is starting from November 29 and the bill is going to be introduced on the very first day. However, even now 40 organizations associated with the United Kisan Morcha are standing on the borders of Delhi and they say that they will return home only after the fulfillment of 6 demands including MSP.
Meanwhile, farmers’ organizations have announced that on November 29, 1,000 farmers with 60 tractors will march towards Parliament. Not only this, on November 26, the farmers have once again decided to agitate on the borders of Delhi. Apart from this, on November 27, the United Kisan Morcha has once again called a meeting, in which a decision will be taken regarding the future strategy. Rakesh Tikait, spokesperson of Bharatiya Kisan Union said, ‘The roads which have been opened by the government. Tractors will pass through those roads. We were earlier accused of blocking the roads. We didn’t block the road. Blocking roads is not part of our movement. Our movement is to talk to the government. We will go straight to Parliament.
How will agricultural laws be returned?
The three new agricultural laws were approved by the Lok Sabha on September 17, 2020. The President signed the proposal of the three laws on 27 September. Since then, farmers’ organizations started agitation against agricultural laws. According to constitution expert Virag Gupta, the process of withdrawing any law will also be in the same way as a new law is made.
- First of all, the government will introduce a bill in this regard in both the houses of the Parliament.
- This bill will be passed by both the houses of the Parliament on the basis of majority.
- After the bill is passed, it will go to the President. The President will put his seal on it.
- After the President’s seal, the government will issue the notification.
- Agricultural laws will be repealed as soon as the notification is issued.
