Bihar : Nitish government is not giving account of Rs 80,000 crore even after repeated requests

Regarding the financial management of the Nitish Government of Bihar, the Comptroller and Auditor General (CAG) has exposed many flaws in its latest report. It has been said in the CAG report that the utilization certificate amounting to Rs 79 thousand 690 crore is not being given even after repeated requests. The report considers that the pending utilization certificate may be fraught with the risk of misuse and embezzlement of that amount. At the same time, the advance amount of 9155 crores was also pending due to non-presentation of DC Bill.

Finance Minister and Deputy Chief Minister Tarkishore Prasad presented this report in the Bihar Legislative Assembly on Thursday. According to this report, the audit of the utilization of about Rs 18,872 crore which was given by the state government to its various undertakings is also pending for the last several years. Apart from this, revenue deficit of 1784 crores has been confirmed for the first time during 2019-20 in this report. At the same time, there was a decrease of 7561 crores in revenue receipt, which was 29.71 percent less according to the budget estimate.

However, the state government says that there is nothing surprising in the CAG report, as far as non-reporting of expenditure of 80 thousand crores is concerned, most of them are related to Panchayati Raj or Education or Social Welfare Department, which is related to the last several years. It has been pending for years, but it is wrong to say that money was embezzled. At the same time, the audit of the government undertaking has been pending for many decades and the adjustment of this amount is not that easy.
