Uttarakhand : After the code of conduct, Election Commission strict on arbitrary transfer, sought report from Chief Secretary

The Chief Electoral Officer’s office has sought a report from the Chief Secretary on the arbitrary transfers made in various departments just before the Model Code of Conduct for the Assembly Elections-2022. Due to this, the officers who make arbitrary transfers can be tightened. The Uttarakhand Officer Staff Teacher Coordination Committee had submitted a memorandum to the Chief Electoral Officer’s office recently.

It was said that under the guise of the orders of the Election Commission, arbitrary transfers are being made in various departments in the state. While the transfer season is zero in the state. Due to this there has been a violation of Section 27 of the Transfer Act, due to which there is widespread anger among the employees. Taking cognizance of this letter, the Chief Electoral Officer has asked the Chief Secretary to take action on the complaint and submit a report. After this development, the difficulties of the officers who make arbitrary transfers may increase.

The number of complaints exceeds a hundred
At present, more than a hundred complaints of violation of the code of conduct have been received with the office of the Chief Electoral Officer. Most of it is related to transfer. There are also allegations of appointments being made in various educational institutions, commissions and autonomous bodies in some cases. The CEO’s office is seeking answers from the concerned departments on these complaints. Some complaints are also coming anonymously to the commission.

Question on appointment of registrar
Prof. Bipan Tripathi, Registrar of Kumaon Institute of Technology Dwarahat, near CEO’s office. The complaint regarding the appointment of Kunwar Singh Baisla has also reached. Shahganj Agra resident Sudhir Kumar has alleged that during the code of conduct, Prof. Baisala was appointed. While there have been many allegations of corruption against him in the past. The commission has also sought a reply from the Secretary Technical Education in this matter.

The Officer Staff Teacher Coordination Committee has given a memorandum saying that despite the current session being zero, transfers have been made against the rules under the guise of the Election Commission before the model code of conduct comes into force. Since this case is related to the Transfer Act, a report has been sought from the Chief Secretary’s office in this.
