Violent uproar of the opposition in the house, Congressmen tore the copy of the budget

The third day of the Uttarakhand Assembly session, which began on June 14, was uproar. As soon as the discussion on District Development Authorities started in Rule 58, the opposition created a ruckus in the House with questions raised. The opposition was adamant about abolishing the District Level Development Authority. Due to which the house was finally adjourned till 11 am on Friday. On the third day of the assembly session on Thursday, there was a lot of uproar over the issue of District Development Authority. The opposition, showing a sharp attitude, tore the copy of the budget in the house. Meanwhile, MLAs Anupama Rawat and Sumit Hridayesh got into a scuffle with the marshal. The opposition did not sit still despite the Speaker’s repeated requests. The opposition said that the district development authorities created by the government have become a den of corruption.

On the first day of the assembly session, the Dhami government presented a budget of Rs 65571.49 crore in the house on Tuesday. The discussion on the budget took place on the second day of the Uttarakhand Assembly session on Wednesday. Also, during the Question Hour on the second day of the budget session, cabinet ministers Premchand Agarwal and Chandan Ramdas were seen surrounded by questions from the opposition.

Opposition members alleged that instead of answering questions, the minister was wasting the time of the House by arguing. Instead of giving a straight answer, things are being twisted. On the third day of the session on Thursday, the opposition once again surrounded the government. On the issues of the District Development Authority, the opposition gave sharp views in the house.

There was a ruckus by the opposition on the demand to abolish the District Level Development Authority. Meanwhile, MLAs Anupama Rawat and Sumit Hridayesh had a scuffle with the marshal. At the same time, the Congressmen tore the copy of the budget in the house. The opposition did not sit still despite the Speaker’s repeated requests.

Assembly speaker kept on explaining

Congress MLAs sat on a dharna in the House demanding the abolition of the District Level Development Authority. The Congress MLA was adamant on his insistence on listening. On which the Speaker of the Assembly said that first end the dharna, then I will listen. The MLAs got up from the dharna, but then, expressing their anger over not being heard, came to the Well and started on the dharna.

The opposition first created a ruckus in the house for abolishing the District Level Development Authority. After this, Congress MLAs have sat on a dharna in Well. The opposition said, where did the report of the committee which was constituted under the chairmanship of Chandan Ramdas from the assembly in the past. Due to the uproar by the Congress, the proceedings of the House were halted for some time.

Parliamentary Affairs Minister gave answers to the questions of the opposition

Parliamentary Affairs Minister and Urban Development Minister Prem Chand Agarwal answered the questions of the opposition. He said that the money earned by the authorities is used for the infrastructure related works in that area. There is no requirement of map in the areas which were included in the District Level Development Authority after 2016. After this, all the relief was given on the basis of the report of the Cabinet Sub-Committee. It was decided that if the new areas joining the Development Authority after 2016 will have the freedom to pass the map voluntarily, there will be no compulsion. The Cabinet had decided that the new District Level Development Authority was suspended except the Development Authority that had been created prior to 2016.

Deputy Leader of Opposition said- District level development authority absurd decision

Deputy Leader of Opposition Bhuvan Kapri said that why is the authority needed? Maps used to be passed from the municipality, town panchayat. When the authority is charging so much money then what facilities are they giving to the public in return. The fee is two per cent in urban areas and five per cent in rural areas. District level development authority is an absurd decision. It is only a means of recovery from the poor. The Deputy Leader of the Opposition said that the authority should be abolished by placing the report of the previous committee on the table.

Common people upset with authority: Opposition

Jwalapur Congress MLA Ravi Bahadur said that the district level development authority has become a den of loot. There is lot of Nazul land in Haridwar district. The receipt of 25-25 thousand of them is being deducted. On the other hand, Congress MLA from Jhabreda, Virendra Singh said that the process of approval of the map in the authority is not easy. Make it easy. The income of the Authority should be spent on development works in the same area. He said that common people are facing a lot of difficulty due to the authority. Along with rural areas, Jhabreda, Mangalore, Khatima etc. should be separated from the district level development authority.

Congress MLA Anupama Rawat said in the House that a map is being sought from people in Haridwar rural. In rural areas, the district level development authority has become a means of looting. There is an atmosphere of panic among the people. Authority should be abolished from rural areas. On the other hand, Congress MLA Sumit Hridayesh said that there should be a process to free hold the Najul land. The authority takes action against these people.
