Uttarakhand : The assembly session is expected to be uproar, the legislators put more than 500 questions, the opposition is ready to surround the government
After the government proposed a period from November 29 to December 5 for the winter session of the Vidhan Sabha, now the Vidhansabha Secretariat has also sent a proposal in this regard to the Raj Bhavan. Assembly Speaker Ritu Khanduri Bhushan confirmed this. He said that after getting the green signal from the Raj Bhavan, a formal notification of the session would be issued. The session will be held in Dehradun. He also informed that so far more than 500 questions have been raised by the MLAs for the session.
Vidhansabha session expected to be uproar
On the other hand, the Vidhansabha session going to be held under changed circumstances is likely to remain turbulent. The opposition is engaged in formulating a strategy to attack the government on all issues like law and order, Vanantara Resort episode, recruitment scam. The government is also preparing arrows in its quiver to respond to the attacks of the opposition. According to the rules, the assembly session should be held within a period of six months. From this point of view, according to the last session, the winter session is to be held before 16 December. In view of this, exercise was started recently.
Whether the session is in Gairsain or Dehradun
It was also discussed whether the session should be held in summer capital Gairsain or Dehradun. The reason is that there has been no session in Gairsain after March 2021. Meanwhile, Speaker Ritu Khanduri Bhushan called an all-party meeting in view of the opinion poll for the date and venue of the session. The opinion that emerged in this was conveyed to the government. Recently, some MLAs of the opposition raised the demand that this session should be held in Dehradun itself, citing adverse weather and the winter session in the summer capital. Not only this, the government was also taking feedback regarding the session through various mediums. Recently, a proposal was sent to the Vidhan Sabha by the Legislative Department to hold the Vidhan Sabha session from 29 November to 5 December in Dehradun. The Assembly Secretariat has also sent it to the Raj Bhavan for approval. It is expected that it will get the green signal from the Raj Bhavan in a day or two.
Supplementary budget will be presented in the session
The government will also present a supplementary budget in the winter session. Apart from this, many bills can also be passed by the government. However, the situation regarding the working of the session will be clear only after the meeting of the Business Advisory Committee of the Vidhan Sabha.
The opposition tightened its waist to surround the government
The main opposition party Congress is adopting an attacking attitude against the government these days. It is also being seen by linking it to the preparations for its assembly session. That is, she will not leave any chance to surround the government in the House. Leader of Opposition Yashpal Arya indicated this. He said that the Congress will take up all the subjects including law and order, recruitment scam, Vanantara resort episode, unemployment, neglect of marginal areas, Gairsain and other issues prominently inside and outside the House.
Dhami government prepares draft on reservation, seal may be taken in cabinet meeting
The Pushkar Singh Dhami government has prepared a draft bill to provide reservation for local women and state agitators in government jobs. These proposals are likely to be approved in the cabinet to be chaired by Chief Minister Pushkar Singh Dhami on November 16. The Personnel Department has prepared both the drafts and sent them to the higher level. They are being tested by the Justice and Legislative Department before being brought to the cabinet. The High Court had banned the reservation of jobs for the local women of the state. However, on November 4, the Supreme Court stayed the High Court order. At the same time, in 2013, the High Court had banned the reservation of state agitators.
In 2016, the agitating Reservation Bill was pending at the Raj Bhavan after it was passed by the Assembly. The Dhami government had recently called back the bill for necessary amendments. If they get the green signal from the cabinet, then they will be placed on the floor of the Vidhansabha to be held from November 29.
The draft of the bill for reservation for women and state agitators has been prepared. These will be placed in the cabinet meeting only after approval from the higher level.
