Horizontal reservation bill for state agitators

First of all today, the Secretary Vidhansabha put the bill on the floor of the House to give the benefit of horizontal reservation to the state agitators. After which 6 Bill Acts were made in Uttarakhand. In which Uttarakhand Appropriation Bill 2022 became the fifth act. The Uttarakhand Fire and Emergency Services Fire Prevention and Fire Safety (Amendment) Bill 2022 was made the sixth Act. The Uttarakhand (Uttar Pradesh Zamindari Abolition and Land Management Act, 1950) (Amendment) Bill 2022 was made the seventh act.

The Uttarakhand Enterprises Single Window Facilitation and Licensing (Amendment) Bill 2022 became the eighth Act in the House. The Industrial Disputes (Uttarakhand Amendment) Bill 2020 was made the ninth Act. The Uttarakhand Civil Law (Amendment) Bill 2021 became the tenth act.

Hridayesh raised the matter of breach of privilege

During the Question Hour, Congress MLA from Haldwani Sumit Hridayesh raised the matter of breach of privilege in the House. He said that the MLA’s protocol is not followed. He is kept away from the work plans in his constituency. In such a situation, he has raised the demand for action on this issue. Therefore, the Speaker of the Assembly said that he orders an inquiry into the matter. The MLA alleged that a big action plan is being prepared in Haldwani, for which 12 meetings have been held and DPR has also been prepared twice, in this scheme of about 800 crores, the local MLA was not called even once in the meeting. Congress MLA warns of self-immolation

On the other hand, Jaspur MLA Adesh Chauhan narrated his objection in the House on the proposal of breach of privilege. He said that he is being harassed by the Udham Singh Nagar police. In such a situation, the Speaker of the Assembly has given him the assurance of investigating the matter. MLA Adesh Chauhan said that if action is not taken, he will be forced to commit suicide.

1. The Bengal, Agra and Assam Civil Courts (Uttarakhand Amendment and Supplementary Provisions) Bill 2022 was introduced.

2. The Uttarakhand Shops and Establishments (Regulation of Employment and Service Conditions) Amendment Bill 2022 was introduced in the House.

3. The Petroleum University Amendment Bill was also reintroduced in the House.

4. The Uttarakhand Religion Freedom (Amendment) Bill was also introduced in the House.

5. The Indian Stamp (Uttarakhand Amendment) Bill was also introduced in the House.

6. The Uttarakhand Goods and Services Tax (Amendment) Bill was also introduced in the House.

7. The Uttarakhand Garbage Throwing and Spitting Prohibition (Amendment) Bill 2022 was also introduced in the House.

8. The Uttarakhand District Planning Committee (Amendment) Bill 2022 was introduced on the floor of the House.

9. Uttarakhand Panchayati Raj (Amendment) Bill 2022 was introduced.

At the same time, Uttarakhand (Uttar Pradesh Land Revenue Act 1901 Amendment Ordinance, 2022 was placed on the table of the House. Also, the compilation of regulations of the Uttarakhand Electricity Regulatory Commission was placed on the table of the House. Congress surrounded the government

Supplementary budget presented

After lunch, a supplementary budget of more than ₹ 5440 crore was presented in the assembly. Finance Minister Premchandra Agrawal and Chief Minister Pushkar Singh Dhami had reached the assembly with a copy of the budget. At the same time, on the first day of the winter session of the Uttarakhand Legislative Assembly, the Women’s Reservation Bill was placed on the floor of the House by the government.

What is Women’s Reservation Bill

On July 18, 2001, the then Nityanand Swami government had given 20 percent reservation facility to women in government jobs in Uttarakhand. After this, the ND Tiwari government of Congress reduced it to 30 percent. Since then this benefit was being given on the basis of only one Jio. However, to give this benefit, it was necessary to bring it in the form of a bill on the floor of the assembly, which has now been completed by the government.

What was the ruckus on women’s reservation

After the Uttarakhand Samlit State Civil and Senior Subordinate Services pre-examination results, women candidates including Pavitra Chauhan of Haryana and other states had filed a petition in the Nainital High Court. After hearing the petition, the High Court had put a stay on the reservation being given to the local women. The Dhami government reached the Supreme Court against the order of the High Court. The Supreme Court upheld the reservation given to the local women of Uttarakhand while staying the order of the High Court.
