Uttarakhand : CM Dhami gave instructions to the officers to go to the field, Suraj – discussion on good governance and simplification
In the state of Uttarakhand, Chief Minister Pushkar Singh Dhami keeps on giving directions from time to time to the officials regarding Swaraj, good governance, simplification and solutions. In this sequence, on Tuesday, Chief Minister Pushkar Singh Dhami held a meeting with all the Section Officers, Additional Secretary, Joint Secretary, Deputy Secretary and Under Secretary posted in the Secretariat. Many important points were discussed in the meeting, in which mainly the training given to the officers from time to time was also discussed.
The Chief Minister said that special attention should be paid to this in the sections, so that there is positive noting on the files to solve the problems of the common people. People have a lot of expectations from the Secretariat. Everyone’s point of view on the files may be different, attention should be paid to what contribution we can make with a positive attitude for their disposal. When there is a positive disposal on any file related to public interest, then the people standing on the last line of the society get its benefit. Keeping in mind these last line people of the society, the works will have to be carried forward.
The CM said that the personnel who have got the opportunity to serve in the Secretariat also have the opportunity to change the lives of many people with their positive attitude. Make sure to take advantage of this opportunity given by God by doing works of public interest. The Chief Minister said that the section officers must be given training once a year for better functioning. Apart from this, arrangements should also be made for the section officers who want to take any other training for better execution of the works. Section officers should have better knowledge of the works related to the sections assigned to them.
For this, they should be sent to the HOD office of the concerned department for a few days, so that they can better understand the working of the departments. All the complainants who come to the Secretariat should be properly guided, for this a help desk should also be set up. The Chief Minister said that all basic facilities should be made available in the sections for better implementation of the works in the secretariat. It should be ensured that along with cleanliness in the secretariat premises, there is a good arrangement of toilets. He said that everyone’s cooperation is necessary to make Uttarakhand the leading state of the country. All-round development of the state will be done by everyone’s collective efforts.
Chief Secretary Dr. SS Sandhu said that initial noting of any file is very important. While writing a note in the file, the rules must be mentioned in it. There are some such proposals, which are very important from the point of view of public interest. In such proposals, noting should be written very well from the initial stage itself. In such proposals, if there is no clear mention in the rules, what is the positive solution for it, that too should be written in the note. More attention should be given to writing positive notes for their disposal than disposal of letters. He said that field visits would also be made to the section officers from time to time. The Chief Secretary said that files of important nature from the point of view of public interest should be disposed of first.
At the same time, after the meeting, Chief Minister Pushkar Singh Dhami said that in this meeting with the officers from section officers to the Additional Secretary, there was a detailed discussion about maximum utility of officers, timely disposal of files, solutions and simplification. . Along with this, the Chief Minister said that all these officers play a big role in speeding up the development of the state, progress of the state and progress of the state. In such a situation, it has been decided that these officers will be trained from time to time.
Not only this, the officers will be given responsibility according to the utility in the field, so that the budget issued by the government is being used properly or not. Officers will have a role in all this. Along with this, the state government will also observe the secretariat of other states and that is a good thing. The government will also include that here.
