Almora’s Chief Education Officer (CEO) Satyanarayan has been overshadowed by ordering the inclusion of school students in the program of Akhil Bharatiya Vidyarthi Parishad (ABVP). After the matter came to the fore, State Education Minister Dhan Singh Rawat removed the CEO from the post of Almora CEO. Satyanarayan has been attached in Dehradun. In fact, the government has come under attack from the opposition parties after the incident of helping the ABVP campaign by forgetting the dignity and decorum of the post in the education department. CPI, CPI(M) and CPI-ML Liberation have raised questions on the intention of the education officer and demanded his sacking. While many other parties including Congress are also besieging the state government on this issue.

It goes on to say that on February 16, a conference named ‘Student Garjana’ was organized by the Akhil Bharatiya Vidyarthi Parishad in the Nanda Devi temple complex located at Almora district headquarters to connect new students with the organization. In which the workers of Vidyarthi Parishad were less and the school students of the city area participated in more numbers.

Not only this, in the procession of ABVP from Nanda Devi to Ramje Inter College, all the students wearing school uniform were seen carrying ABVP flags in their hands and shouting slogans in favor of the organization. Everyone was surprised to see this scene.

After a little detailed investigation of the case, an official letter of Satyanarayan, Chief Education Officer of Almora district was recovered. In this letter, the Chief Education Officer in-charge Satyanarayana had issued orders to the principals of seven colleges in the city area, asking them to get the students of class 9th and 11th of their school to participate in ABVP’s ‘Chatra Garjana’ conference.

The colleges to which this letter was sent include Government Inter College Almora, Government Girls Inter College Almora, Almora Inter College Almora, Adams Girls Inter College Almora, Aryakanya Inter College Almora, Vivekananda Inter College Almora, Vivekananda Girls Inter College Almora.

Not only this, the education officer also issued instructions to two teachers from each school to participate in the ‘Student Roar’ program along with the students. But instead of preparing the children for the annual examinations and paying attention to their studies, the education department started getting angry for making them participate in the program of a particular organization.

It was clear from the copy of the letter sent by the education officer to the principals of these schools to ABVP office-bearer Deepak Upreti that he must have issued this order only on the request of the ABVP workers.

In this case, the Chief Education Officer in-charge Hemlata Bhatt said that she has recently been posted in the district. They don’t know about the matter. However, he agreed that the Education Minister has given instructions in earlier meetings not to make school students participate in any program other than departmental activities. Annual exams are near. She will also inquire why the students were sent to such a programme.
Immediately after this episode, on behalf of the Chief Education Officer in-charge Hemlata Bhatt, on February 17, an order was issued to all the Block Education Officers, Deputy Education Officers, Principals and Headmasters of all government and non-government schools, saying that the school students should be expelled from the school. Do not be made to participate in any other program. Violation of this will lead to disciplinary action.

Along with this, when the issue of participation of school students of the city in the program of Akhil Bharatiya Vidyarthi Parishad came to the notice of Almora District Magistrate Vandana, she summoned the reply from the Chief Education Officer.

On this, Hemlata Bhatt says that a report has been sent to the District Magistrate regarding the matter. He informed that orders have been issued in this matter. Disciplinary action will be implemented against the concerned officers for non-compliance of the order.

Regarding this matter, the Left parties of Uttarakhand have sent a memorandum to the Governor of the state demanding the dismissal of the CEO of Almora district. A memorandum has been sent on behalf of Central Committee member of CPI (ML) Indresh Mekhuri, State Secretary of CPI(M) Rajendra Singh Negi and National Council member of CPI Samar Bhandari to the State Governor and Director of Secondary Education.

It has been said in the memorandum that the Chief Education Officer of Almora district, Satyanarayan, in a letter issued on February 13, has ordered the students to participate along with two teachers in the district conference of Akhil Bharatiya Vidyarthi Parishad on February 16. Any student organization should organize its conference and it should have the desire that there should be maximum participation of students in it.

But the Chief Education Officer of a district taking the task of gathering a crowd for the convention of a student organization and issuing written orders to his subordinates for the same cannot be justified under any circumstance.

The leaders said in their memorandum that this act of the Chief Education Officer of Almora district is not only unethical, it is also against the law. Section 5(1) of the State Servant Conduct Rules 2002 applicable in Uttarakhand states that “no Government servant shall be a member of, or be associated with, any political party or any association which takes part in politics, nor shall he Will take part in any movement and help it in any other way.

Left leaders said that the Chief Education Officer of Almora, Satyanarayana, has violated the State Employees Conduct Rules by misusing his position. Therefore, while suspending them immediately, they should be removed from their posts and it should be ensured that in future no officer sitting on a responsible post does such an act.
