In Uttarakhand this year, 15 percent officers and employees will be transferred in all departments. They can be posted in home districts. If any department wants more or less transfers than this, then under Section 27 approval will have to be taken from the Chief Minister. Attachment of teachers in the education department will also be done with the approval of the Chief Minister. It was agreed upon in a meeting chaired by Chief Secretary SS Sandhu on Thursday. The new transfer rules of the Education Department will be sent to the Chief Minister for approval under section 27 after approval from the departmental minister.
Under the Annual Transfer Act 2017 for Uttarakhand Public Servants, officers and employees will be transferred in all departments. The special thing is that this time there will be no compulsion as to what percentage of seriously ill and disabled persons will be transferred in transfers. A state level screening committee will be formed for them. The committee will ascertain whether the employee/officer concerned is actually seriously ill or disabled. After going through this retrenchment process, the concerned will be able to get transferred under section 27.
Apart from this, more and more employees of categories A, B and C will be able to get posting in their home district. For this, it will be mandatory that they will not be sent to the home subdivision or block, but if there is a district level officer, then he will not be able to get posted in the home district. According to the departmental officials, all the departments will be able to increase or decrease the percentage of transfers giving justification for the transfers.
New rules of education department will be part of transfer act
New transfer rules are being prepared by the Education Department on the lines of Haryana for transfers of teachers and officers. In the meeting chaired by the Chief Secretary, it was decided that this manual would be sent to the Chief Minister for approval. The new manual will be a part of the Annual Transfer Act 2017 for Uttarakhand Civil Servants.
Teacher wives of military and paramilitary will get relaxation in transfer
The government is going to give a big relief to the teacher wives of soldiers and paramilitary soldiers in transfers. They will be exempted from transfers and compulsory transfers. By applying on the basis of request, they will be able to get transferred in accessible or remote areas. For transfer, he has to apply under section 27.
Transfers will be done in all departments by June 10
Under the Transfer Act, a timetable has been made for transfers, under which June 10 has been fixed as the last date for issuing transfer orders by the competent authority. April 30 is the last date for inviting applications on request basis.
What is section 27
The Chief Minister has the right to make compulsory transfers outside the Transfer Act. Such matters are considered in the committee constituted under the chairmanship of the Chief Secretary and transfers are done with the approval of the CM.
