Uttarakhand: ACS reviewed the released funds and expenditure in various schemes, angry at the departments that did not give plans to spend
In the financial year 2023-24, under the chairmanship of Additional Chief Secretary Finance, Government of Uttarakhand, a meeting was organized to review the released funds and expenditure in capital, centrally-aided, externally-aided, NABARD funded schemes of various departments, in which public works, irrigation, minor irrigation, Departments of Energy, Drinking Water, Civil Aviation, Transport, Forest and Environment, Urban Development, Housing, Tourism, Information Technology were reviewed.
The meeting was moderated by Finance Secretary Dilip Jawalkar. First of all, the background of making capital outlay up to 45 percent of the target set by the Government of India by September 2023 was highlighted in order of the instructions of the Government of India. In this regard, the Compliance and Expenditure Plan made by the departments present in the order of the letter sent earlier was reviewed. Serious dissatisfaction was expressed with the departments by which the expenditure plan was not given and instructions were given to submit the expenditure plan without delay.
Expressing dissatisfaction over the status of budget and expenditure released by the departments, the Additional Chief Secretary, Finance, instructed the departments that state funded capital investment by the departments to get funds under the Centrally Funded Scheme for Special Assistance to States for Capital Investment 2023-24. It is necessary to spend 50 percent of the funds in party schemes by the month of September 2023. In today’s meeting, the departments which were not represented by the concerned Secretary and Head of the Department, were instructed to participate again on 13-06-2023 (Tuesday) with the Monthly / Quarterly Plan (Expenditure Plan) and physical progress details for review. .
