Uttarakhand: ACS Radha Raturi gave instructions to the Vigilance Department to complete the investigation of corruption and other important cases in a timely manner

Additional Chief Secretary Home Radha Raturi, during an important review meeting at the Secretariat, has instructed the Vigilance Department to complete the investigation of corruption and other important cases in a timely manner. ACS has given instructions to analyze department-wise complaints related to corruption received on toll free number 1064 and regularly send information about the departments with more complaints to the Personnel Department and Chief Minister’s Office. The Department of Personnel will ensure effective action to improve the work culture of such departments. ACS Raturi has given instructions to make maximum use of IT for redressal of complaints received on CM Helpline toll free number 1905. He said that all departments should adopt the path of institutional reform for permanent solution of public grievances. Additional Chief Secretary directed the Vigilance Department to form a specialized committee to investigate corruption and other important sensitive cases. This committee will have all the technical experts related to the case who will ensure investigation of the cases in a timely manner. He has also instructed the Vigilance Department to organize a workshop regarding the Prevention of Corruption Act for the personnel in the Uttarakhand Secretariat. ACS Raturi has given instructions to organize regular meetings under the supervision of the Home Department for exchange of information and effective coordination among various investigating agencies of the state.

The Vigilance Department informed in the meeting that since the formation of the state, a total of 252 traps have taken place in the state. Since the formation of the state till now, conviction has been given in a total of 59 cases. In the year 2023, 176 complaints have been received from toll free number 1064 in Dehradun sector and 118 complaints have been received in Haldwani sector. Out of which 143 complaints have been deposited in Dehradun sector and 82 complaints have been deposited in Haldwani sector. Thus, out of total 294 corruption related complaints in the state, 225 have been deposited. 57 complaints are pending. A total of 12 traps have been conducted so far this year. Regarding the cases pending in the Vigilance Establishment, there are a total of 09 pending investigations in Dehradun sector and 04 pending investigations in Haldwani sector. There are 11 open investigations pending in Dehradun sector and 05 in Haldwani sector.

In the meeting, the issues pending at the government level of the Vigilance Department were also discussed, in which the important topics were the approval of revolving fund of Rs. 2 crores of the Vigilance Department, restructuring of the structure of the Vigilance Establishment, allotment of land for the office building of Vigilance Sector, Haldwani. Director Vigilance V Murugesan, Secretary SN Pandey, Superintendent of Police Vigilance Dhirendra Singh Gunjyal, Director General Information Banshidhar Tiwari and other senior officers were present in the meeting.

Additional Chief Secretary took a meeting of the departments for 100% grounding of the MOU signed by the investors with the Uttarakhand government.

For 100 percent grounding of the MOU signed by the investors with the Uttarakhand government, Additional Chief Secretary Radha Raturi has given instructions to the Housing Department, Revenue Department, Uttarakhand Pollution Control Board, Finance Department and Planning Department for immediate redressal of the problems coming at the ground level. . In the meeting of Single Window System and Ease of Doing Business in the Secretariat, ACS directed the Housing Department to immediately send information about land use change, map approval and land related problems faced by investors from all the districts of the state to the government level so that These can be solved effectively. He has given instructions to receive the pending cases at the district level and present them in the upcoming meeting. He has instructed the Revenue Department and the Housing Department to work in coordination in this regard.

Additional Chief Secretary has instructed the officials of the Industries Department to organize workshops with nodal officers of all departments for the grounding of the MOU being done under the Uttarakhand Global Investor Summit 2023 and to intensify efforts for the grounding of the MOU as soon as possible. He has instructed all the concerned departments to dispose of the applications pending on the single window portal as soon as possible.

Member Secretary of Uttarakhand Pollution Control Board informed that all the applications are being disposed of in a timely manner. The applications pending on the Single Window Portal are due to technical problems, these will be resolved as soon as possible in coordination with the Industries Department. Instructions have been given by ACS to conduct a separate review of the Revenue Department. On this occasion, Principal Secretary, R.K. Sudhanshu, Secretary Finance V Shanmugam, Additional Secretary, Vijay Kumar Jogdande, Dev Krishna Tiwari, Atar Singh, and other departmental officers were present.
