75 crore land fraud in Uttarakhand, now CBI has entered

The Dehradun unit of CBI (Central Bureau of Investigation) has become active in the case of embezzlement of land worth more than Rs 75 crore. In this case, a case has been registered against five persons including the then Tehsildar of Dehradun Sadar Rashid Ali in Dalanwala Kotwali in the year 2021. At that time Rashid Ali was SDM of Auraiya, whereas he is now ADM in Shahjahanpur, Uttar Pradesh.
Action can be taken due to the activeness of CBI –
After the activation of CBI, the hope of taking major action in this long pending case has increased. According to the case registered with the police, Dr. Sharat Chand Sindhwani has about 11 bighas of land and building on 14-A Circular Road of Dalanwala area. He had purchased this land in the year 1956 in the name of his mother. Since then, its record has been running in the name of Sindhwani’s mother in Dehradun Municipal Corporation (then Municipality), but this name transfer could not be recorded in the records of Tehsil Sadar. Taking advantage of this, in the year 2000-01, the then Tehsildar Rashid Ali registered the name of a woman named Zarina on this property.
Recently, in the same case, it came to light that the original document of this deed of year 1956 had gone missing from the record room of the Sub Registrar’s office and wrong documents had been placed in its place. Therefore, Additional District Magistrate Finance and Revenue Ramji Sharan Sharma has ordered forensic and departmental investigation, while the SIT (Stamp and Registration) has also asked for action.
Meanwhile, after a long time, CBI has also shown interest in this high profile case and started investigation. CBI Dehradun unit has also contacted the complainant Dr Sharat Sindhwani and asked for some documents. Seeing the seriousness of the case, the then Governor Margaret Alva had also ordered a CBI investigation. However, the matter remained in abeyance. In the investigation so far, it has also come to light that three birth records of the woman named Zarina, who was put forward to take over the land of Sharat Sindhwani, have been obtained from Tehsil Sadar.
Three different birth dates of Zarina –
In these records in the form of voter card, Zarina’s date of birth is shown as the year 1949, year 1945 and year 1951. Due to which there is a suspicion that these records with different dates of birth of Zarina have been used to grab other properties also.
ED had stopped steps due to non-filing of FIR –
The case of high profile land fraud had also reached the Enforcement Directorate. However, at that time the ED could not proceed further due to the obligation to register an FIR in the case. In the year 2018, the Dehradun branch of ED had sent a letter to Dr. Sharat regarding the FIR, whereas in this case, the FIR could be registered in February 2021.
