Uttarakhand: Transfer of officers and employees going to retire by June 30 and no election duty, letter sent to CS
Officers and employees who are going to retire by June 30 next year will neither have election duty nor will they be transferred in the Lok Sabha elections. Rest of the officers of administration, police and excise who have been stuck for three years and the employees who are affecting the election duty are to be transferred by January 31. After the transfers, the Chief Secretary and DGP have to send their report to the Commission by January 31.
Joint Chief Electoral Officer Pratap Shah said that a letter in this regard has been received from the Election Commission. In this, detailed information is given about all those officers who are to be transferred in view of the elections. He said that officers and employees posted in the directorate of any department will not come under its purview. Since doctors, engineers, teachers, principals etc. are not directly involved in elections, they will not come under the ambit of transfer.
Among these, if any government officer has inclination towards a particular party or has been involved in its activities, then he will be brought under the ambit of transfer. Similarly, officers engaged in election duty as Sector Officers or Zonal Magistrates will also not be eligible for transfer. If any case is pending against any officer on any charge related to any previous election, then he will not be put on election duty. According to the Commission, if any officer or employee has six months or less left for his retirement as per the cutoff date of June 30, then he will neither be involved in election duty nor will he be transferred.
If there is any problem in removing the officer then inform the commission
Even within the three-year rule, if there is any problem in removing any officer in any district for any reason, then the government will have to send this information to the Election Commission through the Chief Electoral Officer. After this the instructions of the Commission will have to be followed.
The rules will apply to these
Administration: District officials like District Election Officer, Deputy District Election Officer, Returning Officer, Assistant Returning Officer, ADM, SDM, Deputy Collector, Joint Magistrate, Tehsildar, BDO etc. Apart from this, this rule will also be applicable in all municipal bodies and development authorities.
Police: Range ADG or IG, DIG, Commandant of State Armed Police, SSP, AP, Additional SP, Sub Divisional Head, SHO, Inspector, Sub Inspector etc. This rule will not apply to the employees and officers engaged in computerization, special branch, training etc. of the police department. The Commission has also made it clear that no Inspector can be posted in his home district. If an inspector has completed the standard of three years in a police sub-division, then he will have to be sent to another sub-division. Can be sent to other districts also.
Excise: In the Excise Department, the same rules will be applicable to all the posts from Sub Inspector to above as in Police.
