To effectively deal with any disaster during the upcoming monsoon and Chardham Yatra, Uttarakhand State Disaster Management Authority organized training on Incident Response System for nodal officers of various departments, district disaster management officers and various line departments. Addressing virtually, Prof. Shekhar Chaturvedi of National Institute of Disaster Management (NIDM) explained the importance and utility of IRS during disasters. He said that IRS is such an integrated system, through which relief and rescue operations are conducted in a better way during disasters. He told that the functions and responsibilities of all departments are fixed in IRS. The role of all departments is also clear, so resource management can be done in a much better way during disasters. A foolproof system has been created for how various resources are mobilized and how they are sent to the spot for relief and rescue.
Prof. Shekhar Chaturvedi said that the IRS system can prove to be very useful for Uttarakhand as well as other hill states during disasters. Whatever complexities and problems arise regarding jurisdiction during a disaster, they have also been resolved in IRS and it has been ensured that there is no hindrance in disaster management as well as relief and rescue operations due to jurisdiction disputes. Apart from this, he said that integrated command and area command can prove to be very helpful for a state like Uttarakhand with hilly and difficult geographical conditions.
Prof. Shekhar Chaturvedi said that there are 16 states and union territories which have not yet notified IRS. They should soon notify IRS and adopt it. He said that IRS can prove to be very useful for all the departments working during a disaster.
He told that a very good system has been developed in IRS regarding integrated communication system, transfer of command, area command, incident action plan, resource management etc. USDMA Additional Chief Executive Officer (Implementation) Rajkumar Negi, Executive Director Dr. Piyush Rautela, SEOC in-charge Rahul Jugran, USDMA experts Manish Bhagat, Dr. Vedika Pant, Rohit Kumar, Dr. Pooja Rana, Jessica Teron, Tandreela Sarkar, Hemant Bisht, District Disaster Management Officer, nodal officers of various departments posted in SEOC were present in the training.
