Uttarakhand: Preparations have begun to launch a scheme to give a fixed honorarium to people who adopt destitute bovine animals in the state.
In order to start the scheme of giving a fixed honorarium to the people who adopt the destitute bovine animals in the state, Chief Secretary Mrs. Radha Raturi has instructed the Animal Husbandry Department to immediately prepare guidelines in this regard. She said that the administration and the general public will have to work together with full sensitivity and humanity so that not a single destitute animal is seen on the roads of the state. CS Mrs. Raturi has instructed the Panchayati Raj Department to send a proposal to the Finance Department to open a financial item in this regard as soon as possible to use the amount of 10 crores released through Missing Link for the construction of Godsadans across the state. She has instructed to form a committee to monitor the arrangement and condition of destitute bovine animals in the gowsadans and on the roads. The Chief Secretary has also instructed to ensure mandatory ear tagging of bovine animals reared by people and cattle keepers in rural areas, so that the owners of stray and destitute bovine animals can be tracked. He has also given instructions to increase public awareness in this regard. CS has also given instructions to raise funds through CSR for the construction of Gaushalas for destitute bovine animals in the state.

In the meeting, Uttarakhand Animal Welfare Board informed that at present there are a total of 60 registered Gaushalas in the state. The number of bovine animals sheltered in registered Gaushalas is about 14000. At present, the number of destitute animals is 20687. District Pauri Garhwal has the highest number of 5525 destitute bovine animals. There are 4955 destitute animals in Udham Singh Nagar, 2050 in Dehradun, 2155 in Nainital and 2259 in Tehri. Work is being done to establish Gaushalas by identifying land at 54 locations in all districts of the state to provide shelter to the helpless bovine animals roaming on the roads. To expedite this work, an amount of 10 crores is proposed through missing link at 25 locations. The best work has been done in Tehri district for the construction of Gaushalas. Secretary BVRC Purushottam, Additional Secretary C Ravishankar, Nitin Singh Bhadoria along with officials of Animal Husbandry and Panchayati Raj Department were present in the meeting.
