IG Garhwal Rajiv Swaroop has constituted an SIT to investigate the Rs 136 crore scam in construction works by former officials of Uttar Pradesh State Construction Corporation (UPRNL). Not only this, instructions have also been issued to the SIT to provide the progress report of the investigation to the Dehradun SSP every 15 days. At the same time, the investigation of these cases will be supervised by SP City Dehradun.

Allegation of Rs 136 crore scam in various construction works

Let us tell you that the then Project Manager and Project General Manager of Uttar Pradesh State Construction Corporation have been accused of committing a scam of Rs 136 crore in various construction works in connivance with the Assistant Accountant. The layers of this scam that took place between the years 2012 to 2018 were revealed when the matter was investigated in the year 2019.

In the case, Sunil Kumar Malik, Additional Project Manager of Uttar Pradesh State Construction Corporation (UPRNL) Unit 1 Dehradun, had lodged a complaint. On which 6 cases related to the scam were registered in Nehru Colony police station. In which 5 have been made accused. Between the years 2012 and 2018, Uttar Pradesh State Construction Corporation (UPRNL) was given projects worth crores of rupees by the Uttarakhand government.

These included 15 State Industrial Training in Skill Development and Employment Department Uttarakhand, construction work of Disaster Relief Center, construction work of Tourism Department, OPD block of Doon Medical College, construction of street lights (backup energy project) under Integrated Industrial Estate facilities, among other works.

Cases registered in connection with financial irregularities and embezzlement

It is alleged that in the construction work done between about 6 years, the then officials of UP State Construction Corporation in connivance with the accounting officer committed a scam of crores of rupees. Under which cases were registered in Nehru Colony police station in connection with financial irregularities and embezzlement.

Case was filed against them-

  • Shiv Asare Sharma, then Project General Manager (Retired), resident- Azamgarh, Uttar Pradesh
  • Pradeep Kumar Sharma, then Project Manager, resident- New Delhi
  • Virendra Kumar, Assistant Accountant (Dismissed), resident- Najibabad, Uttar Pradesh
  • Ram Prakash Gupta, Assistant Accountant (Retired), resident- Hardoi, Uttar Pradesh
  • Satish Kumar Upadhyay, Resident Engineer (Retired), resident- Prayagraj, Uttar Pradesh

It is alleged that the main accused of this scam, former General Manager Shiv Asare Sharma, along with other accused, spent more than the released amount and the money of one work was shown to be spent at another place. Also, crores of rupees were paid in a project without taking land.

“A Special Investigation Team (SIT) has been formed to investigate 6 cases related to the Rs 136 crore scam registered at Nehru Colony police station. The investigation of these cases will be supervised by SP City Dehradun. Along with this, instructions have been issued to provide the report of the progress made in the investigations every 15 days.”
