The Supreme Court on Monday issued important instructions on the increasing stray dog attacks and spreading rabies infection in Delhi and NCR. To stop these incidents happening every day, the court took concrete steps and issued guidelines.
The court said that all the stray dogs from Delhi NCR should be caught and sterilized and kept in dog shelters within 8 weeks and it should also be ensured that these stray dogs do not come to the streets or roads again. After which the debate has heated up all over the country.
SC order to send stray dogs to shelter
Actually, last month, the Supreme Court took suo motu cognizance of the media reports about rabies cases after dog bites. After which the Supreme Court expressed deep concern about the fatal disease like rabies caused by stray dog bites.
The court said that all the stray dogs from Delhi NCR should be caught and sterilized and kept in dog shelters within 8 weeks. After this order of the Supreme Court, the debate has intensified across the country. Some people are considering this decision of the Supreme Court to be correct, while some are opposing it.
What is the number of stray dogs?
According to an estimate, there are currently more than 10 lakh stray dogs in Delhi. A survey was conducted 16 years ago for these stray dogs in the capital. In the year 2009, the Joint Delhi Municipal Corporation conducted a survey on these street dogs. In which it was revealed that at that time their number was 5 lakh 60 thousand. Later in the year 2016, the erstwhile South Delhi Municipal Corporation conducted a count in its four zones. In which one lakh 89 thousand stray dogs were found.
Where will more than 10 lakh dogs go?
In 2019, a sub-committee of the Assembly estimated that this number has reached about eight lakh. For the last two years, the Municipal Corporation has been talking about conducting a survey. But no new data has been released. Now it is estimated that this population has crossed 10 lakh.
Every year so many people fall prey to dog attacks
Every year more than one lakh people fall prey to dog attacks in Delhi. In view of this growing problem, the Supreme Court issued strict orders on Monday. The court clearly said that after taking any stray dog to the shelter, it should not be left on the road again.
Strict action against those who create obstruction!
The Supreme Court also directed the Delhi Government, MCD and NDMC to immediately start the process of removing street dogs from all areas. After the instructions, the Delhi Government has started preparing an action plan to implement it. The Supreme Court also warned that if any person or organization creates obstruction in this, then strict action will be taken against them.
Is there enough shelter for lakhs of dogs?
However, now the question is arising whether this order of the Supreme Court will be implemented or not because the government does not have any infrastructure to keep these stray dogs and it is impossible to do so within 8 weeks. Meanwhile, many animal welfare organizations and dog lovers have stood up against this decision. While on one hand many people are protesting, on the other hand many are looking for facts and research, while some are adopting the legal route.
