In response to allegations of intimidation and persistent disputes within ATS Colony, the district administration has taken significant action against notorious builder Puneet Agarwal. Acting under the provisions of the Uttar Pradesh/Uttarakhand Gangsters and Anti-Social Activities (Prevention) Act, 1970, District Magistrate Savin Bansal has externed builder Puneet Agarwal from the district of Dehradun for a period of six months.
An order issued by the district administration states that multiple criminal cases are registered against the accused, and his conduct was creating an atmosphere of fear and insecurity within the locality. According to the order, Puneet Agarwal is prohibited from entering the territorial limits of Dehradun district for the next six months without prior permission.
The matter came to light following complaints filed by residents of ATS Colony—including DRDO scientist Hem Shikha—and other individuals. The complaints alleged that on April 13, 2026, the builder physically assaulted a scientist associated with the DRDO and their family. During this incident, the victim sustained a ruptured eardrum. Allegations of misconduct and intimidation directed at women and the elderly were also leveled against the accused.
Taking suo motu cognizance of the matter, the District Magistrate’s Court initiated a confidential inquiry. During the investigation, local residents accused the defendant of consistently fostering an environment of fear and coercion. The administration also took serious note of the cases registered at the Raipur Police Station, viral video footage, and the grievances voiced by local residents.
According to the administration, five criminal cases have been registered against the accused under various sections of the Bharatiya Nyaya Sanhita (BNS). Prior to this, during the Diwali festival, the district administration had already suspended his arms license and confiscated his weapon in connection with an incident involving the brandishing of a pistol at minor children.
The administrative order directs the Raipur Police to ensure the removal of the accused from the district within 24 hours. The order also includes a stern warning that any violation of these directives will result in severe punitive action.
District Magistrate Savin Bansal affirmed that anyone found compromising the safety and security of the general public—including women, the elderly, and children—will not be spared under any circumstances. He further stated that the district administration remains committed to taking strict measures to uphold law and order within the district.
