Uttarakhand: Process started to select the next DGP of the state, names of Seth, Prasad and Abhinav Kumar sent to the panel.
The process to select the next DGP of the state has started. The Police Headquarters has sent the names of the three senior most officers to the government. These include the names of ADG Deepam Seth, ADG PVK Prasad and ADG Abhinav Kumar. Now this panel will be sent from the government to UPSC. The name of the 12th DGP of the state will be selected in the meeting to be chaired by the UPSC Chairman in November.
Current DGP Ashok Kumar is retiring on 30th November. To become DGP, those officers were eligible who had completed 30 years of service. But, no IPS officer was fulfilling this condition. Such situation prevailed in many states of the country also. In such a situation, recently UPSC had changed these rules and made this qualification 25 years. Names of officers who have completed 25 years of service and are in the rank of ADG can also be sent to the panel.
There are seven ADGs in such a state. The most senior among them is ADG Deepak Seth, a 1995 batch IPS officer. At second place is ADG PVK Prasad of 1995 batch and at third place is Abhinav Kumar of 1996 batch. After them, ADG Sanjay Gunjyal, Amit Sinha, V Murugesan and AP Anshuman are also ADGs and have completed 25 years of service. Of these, the names of three senior IPS Deepam Seth, PVK Prasad and Abhinav Kumar have been sent to the government.
The meeting is to be held in November
There will be a meeting in UPSC to elect DGP in November. In this the Chairman will be the Chairman of UPSC. Whereas, there will be four members. These include the Home Secretary of the Government of India, the Chief Secretary of Uttarakhand, the DGP of Uttarakhand and the DG of one of the Central Armed Forces. The name of DG of Central Armed Forces will be nominated by the Central Home Department only.
All three officers at a glance
ADG Deepam Seth: Officer of batch 1995. Deepam Seth has been the captain of many districts in Uttarakhand. He has also been in-charge of Garhwal range. He also had the charge of IG Law and Order at the Police Headquarters. He has also held the post of Additional Secretary Home in the government. Before the formation of the state, he had served in various districts of Uttar Pradesh. Seth received his doctorate degree from IIT Roorkee in April this year. Presently ADG Establishment is on deputation in ITBP.
ADG PVK Prasad: Batch 1995 officer. Currently ADG PAC. IPS PVK Prasad has been captain in many districts including Dehradun. He became the first IPS IG Jail in the year 2014. After this he remained IG Intelligence and currently holds the charge of ADG PAC.
ADG Abhinav Kumar: 1995 batch officer. Presently he is Special Secretary to the Chief Minister and ADG Security and Intelligence. Abhinav Kumar has also been the captain of districts like Haridwar, Dehradun. Apart from this, he was also on deputation in ITBP. Abhinav Kumar had also held the post of IG Garhwal Range. At present he also has the responsibility of Special Secretary to the Chief Minister.
