Uttarakhand: RTO Doon ignored Central Government’s order and instructions to install GPS system, allegations of discrimination

RTO Dehradun has been accused of giving instructions to install GPS system against the orders of the Central Government. These allegations have been made by the City Bus Federation President. Along with this, he has written a letter to CM Dhami informing him about his problems.
Instructions to install GPS system against the order of the Central Government
City Bus Federation President has written a letter to Chief Minister Pushkar Singh Dhami saying that the Ministry of Road Transport and Highways had earlier issued a notification on 28 November 2016 ordering the installation of GPS on all four-wheeler passenger vehicles. But on April 1, 2018, it was again examined by the Ministry and it was decided to give exemption on installation of GPS to all service vehicles (old vehicles) registered till December 31, 2018.
In the notification dated 15 January 2020 issued by the Central Government, it is clearly mentioned that GPS has been asked not to be installed in old passenger vehicles, motor taxis and buses before the year 2019. There is no provision in the Motor Vehicle Act for all passenger vehicles before 2018, nor is there any provision in the Motor Vehicle Rules. Along with this, he has said that neither any order of any kind has been given by the state government. Then why has RTO Sunil Sharma given instructions to forcefully install GPS on some vehicles.
RTO is providing benefits to companies installing GPS
Regarding the instructions to install GPS system against the order of the Central Government, City Bus Federation President Vijay Vardhan Dandriyal says that RTO Dehradun is benefiting the companies installing GPS in some way or the other through this order. Along with this he has said that benefits are being taken from these companies. This is a straight case of corruption.
We are being discriminated against
He has said that as part of his corrupt conduct, by misleading the RTA Chairman and members, orders have been passed to install GPS in all the old passenger vehicles which will operate within one and a half kilometer from Ghantaghar, Dehradun, without the notification of the Central Government. Along with this, he has said that we are being discriminated against by giving permission to other vehicles not to install GPS. The arbitrary decision of RTO Sunil Sharma is not logical at all. Because the orders have been signed by RTO Sunil Sharma himself in the agenda prepared by him and the orders have been signed in the agenda passed by himself.
RTO gave its order
RTO Dehradun Sunil Sharma held a meeting in his office on February 9, 2024 at 3:30 pm and called the representatives of all the Commercial Passenger Vehicle Union for the problem related to GPS. But when the RTA took the decision in the meeting on 23rd December, then there is no justification for solving the problems of the unions. Instead of resolving the problem by just calling the union representatives, the RTO issued its order.
RTO orders should be banned
Vijay Vardhan Dandriyal says that the people of Dehradun are hurt by the arbitrary decisions taken by RTO Sunil Sharma. Here, despite there being no order from the Central Government to install GPS, arbitrary decisions are being taken. Therefore, the illegal orders given by him by misleading his higher officials in the RTA meeting should be banned and his corrupt conduct should be investigated by CBI or Judicial.
