Uttarakhand Budget Session 2024 House adjourned indefinitely, Opposition alleges – Government did not give opportunity to discuss the budget

The budget session of Uttarakhand Assembly was adjourned indefinitely as soon as the 2024 Appropriation Bill was passed. The opposition alleged that they were not given a chance to speak on the budget. Also, the budget was passed without the statement of the Leader of the House. Whereas the Parliamentary Affairs Minister says that the opposition was given full opportunity. At the same time, the budget session of this 2024 lasted for 28 hours 25 minutes.
The budget session of Uttarakhand Assembly has been adjourned indefinitely at around 8 pm on Thursday evening. The opposition came out and alleged that they were not given a chance to discuss the budget in the House. All the opposition MLAs alleged that this is being seen for the first time in the history of Uttarakhand and the history of parliamentary functioning, when the Appropriation Bill i.e. the budget was passed without discussing it with the Leader of the House. The Chief Minister did not make his statement even on the Governor’s address.
Opposition MLAs alleged
All the opposition MLAs raised questions on the functioning of the House and said that they had to discuss the budget and present their views. But he was not given a chance to speak. Congress MLA Harish Dhami, who hails from the border area, said that many villages from his Dharchula assembly have been kept out of the Vibrant Village Scheme, on which he wanted to speak during the budget speech. Apart from this, many MLAs including Congress MLA Mamta Rakesh and Leader of Opposition Yashpal Arya expressed their objection.
The House functioned for 28 hours 25 minutes
The budget session 2024-25 of Uttarakhand Assembly was adjourned a day earlier. During the four-day proceedings in this budget session, the House lasted for 28 hours and 25 minutes, in which 304 questions were answered during the Question Hour. Assembly Speaker Ritu Khanduri said that this session was very work-filled. Many MLAs and information were passed in this. In which the budget bill was also passed.
At the same time, Ritu Khanduri, on the matter of adjourning the session indefinitely, said that the budget bill was passed amid the uproar of the opposition. A proposal was made by the Parliamentary Affairs Minister on behalf of the ruling party, after which the House was adjourned indefinitely.
The opposition did not allow the House to function
Parliamentary Affairs Minister Prem Chand Aggarwal also said that in this budget session, the government presented an all-round budget for the development of the state. He told that 6 MLAs including the Appropriation Bill were passed in this budget session. More than half a dozen amended bills were passed during this session.
On the question of the Leader of the House (Chief Minister) not giving his statement on the budget and the Governor’s address, the Parliamentary Affairs Minister replied that he was authorized by the Chief Minister. The Chief Minister was out on important work. Therefore he did not present his statement on the budget.
Parliamentary Affairs Minister’s response to opposition’s allegations
On the opposition’s allegation of not being allowed to speak on the budget, Parliamentary Affairs Minister Premchand Aggarwal said that the opposition created a ruckus in the House in a planned manner. When the names of the opposition MLAs were called to speak on the budget in the House, the opposition MLAs were absent from the House. The Parliamentary Affairs Minister said that all the members of the House were given full opportunity by the Assembly Speaker to speak and discuss the budget. But the opposition was only in the mood for ruckus.
Minister Aggarwal said that the opposition created a ruckus and walked out of the House while speaking on the budget. The attitude of the opposition clearly shows that the opposition wanted to create ruckus within the House. Therefore, the budget bill was passed by the government and the House was adjourned indefinitely.
