Uttarakhand: Officers and employees who do not take promotion may face increased difficulties, they may lose their desired posting
If the state employees in Uttarakhand express reluctance for promotion, they will also have to lose important postings. Not only this, if there is any laxity in following these rules, then disciplinary action will also have to be faced. Actually, the revised rules of the Personnel Department are going to be heavy on those who abandon promotion. Not only this, it will also reduce the in-charge system in the departments.
In Uttarakhand, the promotion abandonment of state employees has become a big problem for the departments. Due to important posting or other reasons, employees abandon it even when the promotion is due. Due to which not only these posts remain vacant but also no other person is promoted to these posts. The special thing is that with such a method, the in-charge system has to be implemented on many posts in the state. Which is not better for the common people and the state interest.

Uttarakhand Abandonment of Promotion in State Services Rules 2024 has been implemented in view of such problems. Actually, many employees in the state did not take promotion due to being in important posting or due to some other reason. Due to this, the posts on which promotion is to be done remain vacant. Not only this, as per the previous system, the post on which the said officer has not taken promotion is reserved for this officer. Due to which neither that officer or employee takes promotion nor the junior officer or employee gets promotion on that post. These situations not only disrupt the promotion process, but also keep the promotion post vacant. In such a situation, many times the departments have to give responsibility to the person in charge on the said promotion post.
Know what is the old rule
According to the previous rules, any state employee or officer could refuse to take promotion three times and the post was kept vacant till he got promotion.
Know what the new rule says
According to the new rule, now instead of the employee who does not take promotion, junior employees will be given promotion on that post. While not taking promotion, the said officer and employee will give in writing in the affidavit that they will not claim promotion in future.
Future may be in trouble
The big thing is that the employee and officer who does not take promotion may have to lose important postings. The appointing authority can also consider not giving important postings to such employee or officer in future.
In-charge takes responsibility
Actually, in the state, especially in big departments including education department, medical department and some other departments, problems were seen due to not taking promotion. In such departments, not only promotions were delayed but there was also the problem of vacancies of posts. On the other hand, in the posts which were filled, responsibility could be given only as in-charge.
After the new rules come, there is every possibility of cases of promotion abandonment (renunciation) decreasing in the state, due to which all the problems caused by it can also be controlled.
