Uttarakhand / Nainital: Commissioner Deepak Rawat raided the District Development Authority office! Files found pending for 26 years, some disappeared, given 10 days time

Kumaon Commissioner Deepak Rawat conducted a surprise inspection of the District Development Authority office. During this, the commissioner inspected the record room where he found many flaws in the files. Expressing displeasure over this, the commissioner has ordered the authority officials to remove all the flaws within 10 days and submit a report.
Files are pending in the District Development Authority for 26 years
During the inspection, when Commissioner Deepak Rawat sought information about pending cases from the authority officials, it was found that from the year 1999 till now there are many files which are still gathering dust in the authority office. Due to this, the litigants have had to face a lot of difficulties. Expressing displeasure over this, the commissioner ordered to settle the cases pending in the authority for many years as soon as possible.

During the inspection, Deepak Rawat also found many files missing from the authority office. Expressing displeasure over this, he has also ordered to deliver the missing files to him within three days. The commissioner inspected the records while taking information about building map approval, action being taken on illegal construction, hearing of pending cases, digitization of records including compounding etc.
Order to settle old cases first
During this, Kumaon Commissioner gave instructions to settle pending cases, take immediate appropriate action on illegal construction, maintain documents in the office properly and classify the cases in a listed manner and mark them. He said that the oldest case should be settled first. It is the responsibility of the officers of the authority to get the building map approval in the authority office within the prescribed time limit. Therefore, the officers should complete the work under the Right to Service Act.
District Magistrate should submit the report of inspection done in one year
Kumaon Commissioner Deepak Rawat has also instructed all the District Magistrates of the division to review the settlement of pending cases by inspecting the courts under their control. He has also instructed them to provide the report of inspection done in these subordinate courts in the last one year. He has also directed that such offices where regular work of the general public is done, should also be inspected from time to time.
More than two and a half thousand cases are pending in the District Development Authority
During the inspection, the Commissioner also took information about pending offline and online cases. Secretary District Development Authority Vijay Nath Shukla said that-
At present, a total of 2650 cases are pending. Out of these, 1502 cases are old, which are offline. 1148 cases are online, which are pending. The Commissioner directed the officials of the Authority to prepare a year-wise and category-wise list of all the pending cases and submit the report within a week.
The Authority did not issue notice to old builders after 2019: Commissioner Deepak Rawat expressed displeasure over the Authority not giving a single date for hearing in the case of many illegal builders and compounding in Nainital since 2019 till now. He said that notices should be issued to all the litigants within a week. He directed to dispose of pending cases by hearing at least 60-70 cases every day in his court.
Kumaon Commissioner said that- Not giving date for hearing for a long period is a serious negligence. Hence, prepare a list of such cases within a week and provide them with reasons. If the list is not received within a week, the concerned person will be given adverse entry. Not disposing of cases and not giving date for a long period is promoting encroachment. Fix date for such cases in the next 10 days and serve it at the house of the concerned opponent.
