The news reports that the terrifying and aggressive behavior of a powerful builder was witnessed again late at night in ATS Colony, a posh and important colony in Dehradun. According to the information received, Ajay Singh, the president of the registered RWA (Resident Welfare Association) of the colony, returned home late on Friday night, around 11 PM. It is alleged that Puneet Agarwal, who was already lying in wait, along with another accomplice, launched a life-threatening attack on the association president. During this incident, local builder Puneet Agarwal also used abusive and vulgar language against the colony president, Ajay Singh. When the society residents witnessed the assault, they made a video, which is now going viral on social media.

However, due to the fear that the accused builder, Puneet Agarwal, always carries weapons, the local colony residents did not intervene. Late at night, the locals informed the police by calling 112. It is being reported that initially, instead of taking action against the accused, the police started threatening President Ajay Singh and the colony residents. The police’s role in this entire matter remains suspicious. The president’s car was also damaged in this incident. However, when the matter reached the media, under pressure, the police registered a case against the accused builder Puneet on Saturday night.

An appeal for security has been made to Chief Minister Pushkar Singh Dhami. The builder’s bullying tactics were once again witnessed in the VIP ATS Colony on Sahastradhara Road, with an assault on the president of the registered residential colony late at night!

The society residents are terrified by the continuous incidents and fear a major accident.
The builder is also facing allegations of brandishing a pistol at the colony’s children, encroaching on municipal land, and getting building plans illegally approved by the Mussoorie Dehradun Development Authority (MDDA)!

It should be noted that during the last Diwali, the accused builder had also pointed a pistol at the colony’s children simply because they were bursting firecrackers outside the colony park. The accused has also previously attempted to encroach on municipal land here. Following strong objections from the colony residents, the municipal corporation team, after several days of effort, managed to reclaim the encroached land. Even then, the builder, Puneet Agarwal, attempted to intimidate and threaten the team. The society residents allege that builder Puneet Agarwal had obtained the building plan approval from the MDDA (Mussoorie Dehradun Development Authority) by concealing facts. To investigate this matter, the Vice Chairman of the Mussoorie Dehradun Development Authority formed an inquiry committee, whose report clearly established that the accused had obtained the plan approval by concealing facts regarding the setback area.

The residents of the Residential Welfare Association ATS allege that the MDDA has not taken any concrete action in this matter. It is also important to mention that this important colony on Sahastradhara Road is home to several senior state officials, retired elderly people, and children. A dispute has been ongoing between the colony residents and builder Puneet Agarwal for a long time, and it has not been resolved at any level. The committee residents stated that they are frightened by such incidents and that this kind of incident points towards a major accident. If the administration and the government do not pay attention to this in time, a major incident cannot be ruled out one day.

Case registered against the accused builder

Currently, the police have registered a case against the accused builder on Saturday night. According to the police, on December 19, 2025, at approximately 10:30 PM, information was received about a fight and dispute in the ATS Heavenly Foothills Colony, Sahastradhara Road, Dehradun area. The police reached the spot and brought the situation under control. In connection with the incident, a complaint was filed today, December 20, 2025, at Raipur Police Station by Ajay Singh, son of Dr. S.K. Singh, resident of 120 ATS Colony, Sahastradhara Road, Dehradun, stating that colony resident Puneet Agarwal and another person accompanying him stopped his car on the road, abused him, assaulted him, threatened to kill him, and damaged his vehicle’s window with a brick. According to the complaint, several other individuals who intervened during the incident were also subjected to verbal abuse and physical assault. Based on Ajay Singh’s complaint, a case has been registered against the accused, Puneet Agarwal, and one of his associates at Raipur Police Station under relevant sections 115(2), 352, 351(2), 324(4), and 126(2). Further legal action will be taken based on the collection of evidence and the investigation.
