Preparation to implement UCC in Uttarakhand, Dhami government’s public dialogue program started, portal launched

Pushkar Singh Dhami has once again expressed his commitment for the early implementation of the Uniform Civil Code Act in Uttarakhand. CM Dhami said that our government is going to start mass dialogue to implement Uniform Civil Code. The committee has launched the website at Raj Bhavan to incorporate the suggestions and views of the public for the Uniform Civil Code in Uttarakhand. However, during this time the committee has also sent messages to about one crore people of the state. Through which the committee has sought their opinion from the public. According to the committee, the website has been launched to test and implement the Uniform Civil Code. Along with this, the committee has requested the public that the people of the state should give their opinion to the committee.
No deadline for reporting
The chairperson of the committee, Justice Ranjana Prakash Desai, said that by when will this committee submit its report to the government, that is why there is no time limit yet. Because suggestions have been sought from the people of the state, which may take a lot of time. The information that will be received from the public will be analyzed. So that better report can be prepared for Uniform Civil Code. Along with this, he said that a sub-committee has also been formed for this, which will study the suggestions received from the public. Therefore, the good suggestions received from the public will be included.
At the same time, UCC member and former Chief Secretary of Uttarakhand, Shatrughan Singh said that instructions have been given by the Uttarakhand government to study the existing law in the state and pay attention to whether some amendments should be made in the existing law. need or else a separate law can be made on the basis of the existing law. Along with this, there are instructions to prepare a report on the implementation of UCC in the state. However, all options are open to the committee. This is the reason why the committee is taking public opinion.
Not only this, the committee also requested the women of the state to give their suggestions specially. So that what we talk about equality should also be included in it. Because, the opinion of women is also very important for the committee, in such a situation, women should climb up and put their opinion and suggestion in front of the committee.
CM announced as soon as he took oath
It should be noted that CM Pushkar Singh Dhami had made a commitment to implement the Uniform Civil Code after becoming the CM again. Even before the Uttarakhand Assembly Election 2022, Pushkar Singh Dhami had advocated for Uniform Civil Code. He had announced to start work towards implementing Uniform Civil Code when the BJP government in Uttarakhand is again formed in the state. Uniform Civil Code has been an important issue in the agenda of the Bharatiya Janata Party. After which there was a lot of debate in Uttarakhand on this. Even after losing the election from his own seat, Dhami had said that whether he becomes the Chief Minister or not, the BJP government will implement the Uniform Civil Code in Uttarakhand. At the same time, expressing confidence in him on behalf of the party high command, he was given a second chance. In this matter, he has consistently appeared to stick to his point.
What is Uniform Civil Code
Uniform Civil Code or Uniform Civil Code is a provision for the implementation of uniform legal rights and duties for every society without dividing the boundaries of any religion. Under this, a provision has been made for a uniform law for the people residing in the state. No community can get any special benefit on the basis of religion. In the event of the Uniform Civil Code being implemented, a law would be applicable to every person residing in the state.
The law will have nothing to do with any particular religion. In such a situation, the personal laws of different religions will end. At present, Muslim Personal Law, Christian Personal Law and Parsi Personal Law are made the basis in matters related to religion in the country. This will end in the event of the Uniform Civil Code being implemented. With this, there will be a law in the matter of marriage, divorce and property.
On May 27, 2022, CM Dhami had formed a committee
To implement the Uniform Civil Code in Uttarakhand, the state government had constituted a five-member drafting committee on 27 May 2022. A five-member expert committee was constituted under the chairmanship of former Supreme Court Justice Ranjana Prakash Desai. This committee is engaged in examining all the relevant laws governing the personal civil affairs of all the people of the state and preparing a report on the draft law or amendment to the existing law. Uttarakhand has become the first state in the country to work on the Uniform Civil Code (UCC).
Former Chief Justice of Sikkim High Court Pramod Kohli, former Chief Secretary, former Vice-Chancellor and a social worker have been made members in the committee. While setting up the drafting committee, CM Dhami had said that according to his promise made in the resolution letter at the time of election, Mr. An expert committee has been constituted for the implementation of Uniform Civil Code (UCC) under the chairmanship of Justice Supreme Court (Retd) Ranjana Prakash Desai.

Right now the personal law of Muslim, Christian and Parsi is applicable in the country. Hindus, Sikhs and Jains come under the Hindu Civil Law, while the Constitution states the responsibility of the state under Article 44 of the Uniform Civil Code.
