Uttarakhand : Commandant General Home Guards Kewal Khurana took the meeting of all the Divisional Commandant Officers

On 23.09.2022, a meeting of all the Divisional Commandants, Garhwal / Kumau, District Commandants, Commandants, District Training Center, Home Guards and Headquarters officers was taken by Commandant General Home Guards Kewal Khurana at Home Guards and Civil Defense Headquarters. In this, the Commandant General Home Guards got introduction from the officers of each district and each district officer was asked about the work done by them in the last year and the problems faced during the duty of the Home Guards and the coordination between the administration and the police, In respect of departmental important points, detailed details were obtained. It was apprised by the District Commandant Chamoli that the Home Guards volunteers performed their duties diligently during the travel season. It was apprised by the Commandant, District Training Center that the newly recruited Home Guards volunteers are distributed uniforms from the office during the training, which they refuse to take because they are old.

It was informed by the District Commandant Nainital that land is not available in Haldwani for the construction of the departmental office. It was apprised by District Commandant Haridwar/Tehri that 1200 home guards are being engaged in the three-tier Panchayat elections. Availability of Home Guards will be ensured from 24.09.2022. It was apprised by the District Commandant Dehradun/Uttarkashi that the duty rotation of Home Guards is being done in a better way and their morale has increased after the Home Guards volunteers who have done better duty in relation to traffic have been rewarded by the Commandant General. In Uttarkashi district, 1.5 ha land is allotted to the department, on which the departmental office is to be constructed. It was apprised by District Commandant Rudraprayag that some Home Guards volunteers are addicted to midday food, which affects their duty and family. District Commandant Udham Singh Nagar apprised that due to lack of women platoon in the district, the deceased are facing practical difficulties in recruitment of dependents. District Commandant Almora informed that due to different training program of rural and urban home guards, there is no uniformity in training.

The following instructions were given by the Commandant General Home Guards Kewal Khurana after the departmental progress details were made available by all the districts and personnel:

In relation to the training program, 02 District Commandants, Home Guards Rudraprayag and Almora were given the responsibility of making training program module. In which it was directed that such efficient teams should be formed, which are proficient in tracking, first responder and swimming.

1- New departmental uniforms should be made available to newly recruited Home Guards volunteers at the time of training.

2- Dated 21.09.2022 of the deceased Home Guards of Haridwar district, Shri Sompal.

3-  Accident assistance amount should be made available to the dependents within 01 week by making all the records available to Axis Bank.

4- Action should be completed at the headquarters level regarding taking SLR 4-7.762 and firing exercise should be conducted.

5- All the districts were directed that 500 home guards from the entire state of Uttarakhand, who are skilled in duty turn-out, should be identified.

6- Indisciplined / unsuitable / inactive Home Guards volunteers should be separated from the service as per rules.

7- Home Guards volunteers interested in sports should be identified in each district and initially 01 team of volleyball should be formed, whose state level competition will be organized on 09.11.2022.

8- Proposals should be made available regarding taking the services of skilled unpaid officers / volunteers separately from the Home Guards service.

9- The land allotted to the department should be transferred taking personal interest.

10- All officers will submit their annual action plan.

11- For the training of Urban Home Guards volunteers, Havildar trainers should be demanded from the Divisional Commandant, Garhwal / Kumaon.

12- Identity cards of all officers and personnel should be made immediately.

13- 20 photographs and articles of specific places of Uttarakhand state in each district should be made available by date: 15.10.2022. To solve the problems of the personnel appropriately by the Commandant General.

And instructions were given to the officers of the headquarters level that the proposals at the government level should be completed soon.
