States will get the right to prepare OBC list

Now the states will get the right to prepare the list of Other Backward Castes (OBC). After stamping the 127th amendment to hurry allied Constitution cabinet Wednesday introduced Monday in Parliament. After wearing the law of this bill, the states will get the right to issue the OBC list. The bill also achieved success in the monsoon break the deadlock between the sessions of the day issued by the government and the opposition before. All opposition parties have declared their support for the bill.

Social Justice and Empowerment Minister Virendra Kumar introduced the bill in the Lok Sabha on Monday after the Question Hour. Earlier, in a meeting of 17 parties led by the Congress, it was agreed to support this bill and participate in the discussion on it. The bill will be passed after the Lok Sabha discussion on Tuesday.

Supreme Court’s decision on Maratha reservation laid the foundation
On May 5, a five-judge bench of the Supreme Court, with a 3:2 majority, stayed the Maharashtra government’s decision to give reservation to Marathas. The bench observed that states do not have the power to identify and specify Socially and Educationally Backward Classes (SEBCs) in jobs and admissions after the 102nd Constitutional Amendment. This power rests only with the President and the Centre. In fact, Article 338B was included in the 102nd Constitutional Amendment Act in 2018. It defined the composition, duties and powers of the National Commission for Backward Classes. After the decision of the Supreme Court, the issue of Maratha reservation took a big form. Since it was linked to the strength center, so went to the central government targets in this case.

Why the decision at this time?
The Uttar Pradesh assembly election is basically behind this decision. The government last week decided to implement the All India OBC quota in NEET, pending for nearly a decade and a half. After this, now the Center has decided to give the right to prepare the OBC list to the states. In fact, according to an estimate, the share of OBCs in the country’s population is 52 percent. The share of this class in the population of Uttar Pradesh is 40 percent. This class played an important role in bringing the BJP to power in Uttar Pradesh. In such a situation, the government does not want to take the risk of angering the OBCs before the elections in this state.

Shrey’s politics made peace
The OBC Bill for the first time in the monsoon session ended the ongoing standoff between the government and the opposition. The opposition does not want the government to unilaterally take credit for this bill. Since the issue is of a large population belonging to the OBCs, there was also a danger of political losses to the opposition by creating a ruckus on the bill related to the interest of this class. This is the reason that the opposition, which stalled the proceedings on the Pegasus issue from the first day of the session, not only came in support of this bill, but also agreed to discuss it.

Other issues have their place, but this issue is in the interest of the country. It is associated with more than half the population. We will fully support it. We want the government to discuss it immediately and pass the bill.
