PM Modi will come to Uttarakhand! CM Dhami invited to come… CM shared the roadmap of strong Uttarakhand with PM

Chief Minister Pushkar Singh Dhami sought Prime Minister Narendra Modi’s intervention for approval of 44 hydropower projects stuck due to environmental and other reasons. He requested the PM to cooperate in opening the way for the projects by calling a meeting of the Prime Minister’s Office, Union Ministry of Forest, Environment and Climate Change, Union Ministry of Energy and Water Resources. CM demanded to give benefits of the scheme in the second phase of Bharat Net. He said that with this 600 villages would be able to get internet facility. He requested for inclusion in Swadesh Darshan Yojana-2 for the development of border villages including Mana.

The Chief Minister paid a courtesy call on the Prime Minister at the Parliament House in New Delhi. In the meeting, he shared the state government’s roadmap for a strong Uttarakhand @ 25 and sought their guidance. He also invited the PM to visit the Mayawati Ashram at Lohaghat. The CM informed about the Chintan Shivir held in Mussoorie that a target has been set to double the state’s economy in the next five years. For this short term, medium term and long term roadmap was prepared. Sectors were identified to increase the economy for employment generation and entrepreneurship promotion in the state. A reputed agency like McKenzie has been appointed to speed up the works and prepare a practical roadmap and strategy, action plan etc. to increase investment.

This is the roadmap to double the economy

1- 35 ropeways identified in Parvatmala scheme. Strategy is being prepared to start work in stipulated period
2- Work started on the formation of State Institute for Empowering and Transforming (SETU) like NITI Aayog.
3- Considering the frontier Mana village as the first village of the state, a cabinet meeting will be held there.
4- An appeal to the tourists to buy at least five percent of the local material was included in the main agenda.
5- 15 places selected in hilly and plain districts to develop green field city in the state
6- State Millet Mission will start to promote the production of traditional coarse grains to deal with malnutrition.
7- 6624 clusters identified for high value farming and horticulture
In 8-11 districts, the mission will bring natural farming to the ground. Two clusters of 500 hectares each will be formed in each district.
9- Under RCS, 13 heliports are operational, while it is proposed to make 19 helipads for major tourist places of the state.
10- Arrangement of online aggregator under single window for tourists, so that tourists from country and abroad can easily travel.
11- Work started on Manskhand Mala for religious tourism like Chardham. Request for financial support under Swadesh Darshan 2.0.
12- Bal Vatika program started in four districts, space fixed for Sainik schools in four districts on PPP model
13- Like PM Gati Shakti, State Gati Shakti Master Plan is being prepared.
14- There will be new MoUs with industries, industrial parks will be established.
15- Logistics policy, service sector policy, private industrial policy, new MSME policy will come to increase industrial investment.
16- Renewable energy / small hydro power policy is being formulated to encourage investment in solar power and small hydro power projects.

 

Technical and financial cooperation sought for inter-linking of rivers

The CM shared with the PM the plan to make Sadanira by connecting the state’s rain-fed rivers with glacier-based rivers. He said that not only the state but the entire North India can get the benefit of this innovative experiment. This program is not possible without the technical and financial support of the Central Government.

Floating population pressure on the state, care should be taken in allocation of funds

The CM said that Chardham Yatra, Kanwar Yatra in Haridwar and other religious pilgrimages including four to five crore floating population is under pressure on the state. He requested to keep this important fact in mind while allocating financial resources.

All weather road should be extended till the border area

The Chief Minister said that the work of All Weather Road is going on fast in the state. From a strategic point of view, there is a need to extend it to the border area. Like Rishikesh-Karnprayag railway line, the construction of Tanakpur-Bageshwar railway line will be important from strategic point of view.

Removed condition of bearing stake in rail projects

He said that due to strategically sensitive state and limited resources and the condition of the state bearing more than 50 percent share in the cost of rail projects, the exemption is necessary. Approval of the railway projects whose rate of return is negative is also necessary for this state.

Expansion of airports is necessary

The Chief Minister said that expansion of Naini Saini, Gauchar and Chinyalisaur airstrips as airports is necessary from strategic point of view and to increase tourism and economy of hilly region. Expansion of Jollygrant and Pantnagar airport is also necessary. He said that setting up a new airport and airstrip in the Chaukhutia area near the summer capital Gairsain would be necessary from the economic and social point of view.

Need strong weather forecasting system

He said that in view of disaster landslides, heavy rains, forest fires, glacier sliding etc., the state is in dire need of a strong weather forecasting system, infrastructure with Doppler radar.

Family ID cards will be made in the state

The CM informed that the work of preparing family identity card is being started in the state. In this, the selection of the beneficiary should be done automatically on the basis of prescribed standards and qualification.
