Uttarakhand: If Khaki misbehaves, dial this number, or file a complaint on this email id

If any police officer-employee misbehaves with you or his duty, now you can complain about it to the State Police Complaints Authority through email or phone sitting at home. For this the authority has issued email id spcauttrakhand@gmail.com and phone number 0135-2520317. Till now one had to go to the authority’s office at Park Road in Patel Nagar to complain.

A total of 1891 complaints have been received so far

Interacting with journalists in the office, Chairman of the Authority, Justice NS Dhanik said that since the establishment of the Authority in the year 2018, a total of 1891 complaints have been received so far. Out of these, 1877 complaints have been resolved. He said that in 56 complaints the police officials were found guilty of misconduct.

Apart from this, 449 complaints have been received in the District Police Complaints Authority Dehradun since the year 2018. Out of these, 366 complaints have been resolved. Police personnel were found guilty of misconduct in 17 cases. There are 78 complaints pending in Doon.

Similarly, out of 424 complaints registered in the District Police Complaints Authority, Haldwani, 298 have been disposed of. In nine of these complaints, the police were found guilty of misconduct. Retired District Judge Girdhar Singh Dharmshaktu, Retired Joint Director Law Jagpal Singh Bisht, Retired IPS Jagatram Joshi, Rajkumar Singh Raghav and Secretary cum Registrar Abdul Qayyum were present on the occasion.

▪️Misconduct (Section 25 of the Police Act): Disobedience of lawful orders, neglect of duty, insubordination or any rash conduct, unauthorized misrepresentation or absence from duty, cowardly act, abuse of authority, any act unbecoming of an officer.

▪️Grave misconduct (Section 71 of the Police Act): Death in police custody, grievous hurt, rape or attempt to rape, arrest without due process of law, violation of human rights, allegations of corruption.

Grievance Procedure

Justice NS Dhanik said that complaints of officers from the level of Additional Superintendent of Police to Director General of Police are made to the State Police Complaints Authority. These cases are investigated by the State Police Complaints Authority. Whereas, complaints of police personnel from constable to deputy superintendent level are lodged in the District Police Complaints Authority. Their investigation is also done at this level. For this, a form letter has to be filled.
