Budget passed amid uproar by opposition in Uttarakhand assembly budget session, House adjourned sine die, see department-wise budget

On the fourth day of the Uttarakhand Vidhansabha budget session, there was a general discussion on the income-expenditure for the upcoming financial year 2023-24 inside the house. During the speech of the Leader of the Opposition, the opposition got angry due to the speech of Minister Saurabh Bahuguna and while raising slogans, the opposition walked out. Amidst uproar by the opposition, the House passed the department-wise budget. After this the House has been adjourned sine die. At the same time, while addressing the House during the budget discussion, CM Dhami said that there is a holistic approach in this budget. This budget has been proposed under the vision of ‘Sabka Saath Sabka Vikas’. Our government is committed to the youth and is working for them. Paper leak is not a new thing, for this strict law has been implemented. Our government has implemented the country’s most stringent anti-copying law in the state and so far we have sent more than 60 copycat mafias to jail.
Department-wise budget passed in the House
- A provision of Rs 95 crore 93 lakh 74 thousand has been made for the assembly.
- A provision of Rs 16 crore 12 lakh 15 thousand was made for the governor.
- A provision of Rs 109 crore 73 lakh 21 thousand was made for the Council of Ministers.
- A provision of Rs 719 crore 81 lakh 16 thousand was made for the administration of justice.
- A provision of Rs 81 crore 70 lakh 90 thousand was made for the election.
- A provision of Rs 3184 crore 54 lakh 44 thousand was made for revenue and general administration.
- A provision of Rs 31,921 crore 18 thousand was made for finance, tax, planning and other services including secretariat.
- A provision of Rs 81 crore 26 lakh 01 thousand has been made for the Excise Department.
- A provision of Rs 133 crore 53 lakh 01 thousand has been made for the Public Service Commission.
This time the budget of more than two and a half thousand crores has been given for the police and jails, it is expected that the condition of jails and police will improve. Both these departments often keep crying for the budget. Along with this, a budget of more than 10 thousand crores has been given for the Department of Education and Sports and Youth Welfare.

- A provision of Rs 2561 crore 88 lakh 09 thousand has been made for police and jail.
- A provision of Rs 10459 crore 55 lakh 30 thousand has been made for the education, sports and youth welfare and culture departments.
- A provision of Rs 4217 crore 87 lakh 32 thousand has been made for the Medical and Family Welfare Department.
- A provision of Rs 2525 crore 69 lakh 11 thousand has been made for water supply, housing and city development.
- A provision of Rs 140 crore 33 lakh 59 thousand has been made for the Information Department.
- A provision of Rs 2850 crore 24 lakh 51 thousand has been made for welfare schemes.
- A provision of Rs 552 crore 86 lakh 51 thousand has been made for labor and employment.
- A provision of Rs 1294 crore 15 lakh 57 thousand has been made for agricultural work and research.
This budget is expected to overflow even on the day of Cooperative, Rural Development and Energy Department. There is a budget of about three hundred and fifty crores for cooperatives, while a budget of more than three thousand crores has been given for rural development. For irrigation and floods, a budget of about 1.5 thousand crores has been announced, while not doing anything in the budget.

- A provision of Rs 344 crore 18 lakh 24 thousand has been made for the Cooperative Department.
- A provision of Rs 3272 crore 53 lakh 02 thousand has been made for rural development.
- A provision of Rs 1443 crore 42 lakh 40 thousand has been made for irrigation and floods.
- A provision of Rs 1251 crore 33 lakh 69 thousand has been made for the Energy Department.
- A provision of Rs 2791 crore 83 lakh 10 thousand has been made for public works.
- A provision of Rs 461 crore 31 lakh 13 thousand has been made for the Industries Department.
- A provision of Rs 453 crore 72 lakh 26 thousand has been made for the transport department.
- A provision of Rs 930 crore 11 lakh 78 thousand has been made for the Food Department.
This time there is a budget of 302 crores for the tourism department, while the forest department has been given a budget of more than one thousand crores. There has been no reduction in the budget for animal husbandry and industrial development. A budget of more than two thousand crores and more than 600 crores has been given for the welfare of Scheduled Castes and Scheduled Tribes respectively.

- A provision of Rs 1081 crore 58 lakh 87 thousand has been made for the Forest Department.
- A provision of Rs 617 crore 43 lakh 60 thousand has been made for the work related to animal husbandry.
- A provision of Rs 815 crore 66 lakh 58 thousand has been made for industrial development.
- A provision of Rs 2080 crore 61 lakh 02 thousand has been made for the welfare of scheduled castes.
- A provision of Rs 615 crore 03 lakh 17 thousand has been made for the welfare of scheduled tribes.
