The Uttarakhand State Disaster Management Authority has submitted the Post-Disaster Needs Assessment (PDNA) report, prepared to assess the damage caused by various disasters in the state during 2025, to the National Disaster Management Authority (NDMA), Government of India. This report presents a detailed and sector-wise assessment of the damage, losses, rehabilitation, and reconstruction needs in the social, infrastructure, productive, and cross-cutting sectors due to the disasters. Uttarakhand is the only state in the country where a comprehensive PDNA has been conducted for the entire state for the first time.
According to the report, the total economic impact in the state has been estimated at ₹15,103.52 crore. This includes direct damages of ₹3,792.38 crore, losses of ₹312.19 crore, and reconstruction and recovery needs (with Build Back Better) of ₹10,998.95 crore.
The major sector-wise findings are as follows:
Social Sector:
The social sector recorded a total economic impact of ₹4,966.85 crore. Housing, education, and health were the most affected. The health sector alone accounted for an economic impact of ₹2,579.47 crore, while the housing sector accounted for ₹2,005.48 crore.
Infrastructure Sector:
The infrastructure sector was assessed to have a total economic impact of ₹6,225.69 crore. The water supply sector was the most affected, with losses of ₹4,048.88 crore. In addition, roads were impacted by ₹1,963.29 crore and the power sector by ₹213.52 crore.
Productive Sector:
The productive sectors, including agriculture, horticulture, animal husbandry, fisheries, tourism, and forestry, were assessed to have a total economic impact of ₹893.94 crore. The tourism sector was the most affected, with losses of ₹744.94 crore.
Cross-Cutting Sector:
Under Disaster Risk Reduction (DRR), a reconstruction and strengthening requirement of ₹3,017.04 crore has been identified to mitigate the impact of future disasters.
Secretary of Disaster Management and Rehabilitation, Vinod Kumar Suman, stated that the Post-Disaster Needs Assessment (PDNA) report prepared by the state government takes into account the state’s geographical vulnerability, mountainous terrain, and the effects of climate change. The report aims not only to assess the damage but also to present a roadmap for planned rehabilitation and reconstruction to build a more resilient, safe, and disaster-proof Uttarakhand in the future.
Based on this report, the state will receive the necessary financial assistance from the central government, which will enable rapid recovery in the affected areas, protection of livelihoods, and strengthening of infrastructure in accordance with the ‘Build Back Better’ principle.
