Parliament may decide on Delhi bill by August 4, AAP issues whip

The Aam Aadmi Party (AAP) on Monday issued a three-line whip to all its Rajya Sabha MPs to be present in the House from July 31 to August 4 amid the ongoing tussle between the Center and the Aam Aadmi Party (AAP) over service rights in the national capital.

In the 3-line whip issued by AAP’s Chief Whip and MP Sushil Gupta in Rajya Sabha, it has been said that the Aam Aadmi Party has issued a whip to all its MPs and asked them to be present in the House till August 4, as the government today Delhi Services Bill can be introduced in the Lok Sabha.

AAP’s whip states that Monday 31 July, Tuesday 1 August, Wednesday 2 August, Thursday 3 August and Friday 4 August for discussion and passing of the Government of National Capital Territory of Delhi (Amendment) Bill, 2023 by the central government The following very important issues will be raised in the Rajya Sabha on 2023:-

All members of the Aam Aadmi Party in Rajya Sabha are requested to be present in the House without interruption from 11 am till the adjournment of the House from 31 July to 4 August 2023 and support the stand of the party. This can be considered the most important.

‘AAP’ MP Raghav Chadha said that the ordinance of Delhi which is being brought in Parliament today, has never been more illegal and undemocratic than this ordinance. It is not only against the constitution but also against the 2 crore people of Delhi. It is a kind of threat to the people of Delhi by the BJP that if you vote for any party other than the BJP, we will make that government impotent, take away all its powers. He said that the BJP has understood that their existence in Delhi is over. The BJP high command has taken this decision to destroy the Delhi government.

What is the matter

It may be noted that the central government on May 19 brought an ordinance for the first time to create a National Capital Civil Services Authority (NCCSA), which will have the power to recommend transfers and postings of DANICS and all Group A officers working in Delhi. The NCCSA will be headed by the Chief Minister of Delhi, with the Chief Secretary of Delhi and the Principal Home Secretary as the other two members. However, the final decision will rest with the Lieutenant Governor (LG) as the administrator of Delhi, who will take the final call on transfer and posting of all bureaucrats in the service of the Delhi government.
