In order to ensure that incidents like Chamoli do not recur, a high-level meeting of all executive organizations working in the state was taken by Additional Chief Secretary Smt. Radha Raturi at the Secretariat on the instructions of the Chief Minister. This fact came to notice in the meeting that the executing agencies combine electrical work with civil work. While the working organizations have separate engineers available for electrical work. By making a single estimate and getting the work done together, there is a situation of agreement in working well and following the safety standards for electrical work. Civil contractors only get the electrical work done. In the meeting, suggestions were taken from all the working organizations to bring changes in this system.

While discussing the safety standards with the executive bodies, ACS Smt. Radha Raturi gave strict instructions that there are highest standards for safety standards, equipment should be used according to those standards. ACS gave strict instructions that even after the completion of the project or work, the safety standards should remain as per the prescribed norms. He instructed that apart from the laborers currently working, it is necessary to give proper training to the workers or personnel to be engaged in that building, project or machinery after completion of the work and to get the safety standards tested from time to time. It was decided to ensure this in the meeting.

This fact also came to notice in the meeting that due to the preparation of a single estimate for civil and electrical work, there is a problem of being deprived of the work of electrical contractors who are small contractors or experts in their fields. With the change in this system, their skills can also be used in electrical works. ACS Smt. Radha Raturi said that as soon as possible, clear separate arrangements for civil work and electrical work for executive institutions in the state, adherence to the highest level of standards for safety standards, training of laborers and personnel and testing of safety standards. While preparing a related new policy, a high-level decision will be taken to implement it on all executive institutions. Secretary V Shanmugam, Additional Secretary Jagdish Kandpal, Thapliyal and representatives of various executive organizations were present in the meeting.
