Himachal Pradesh : Approval to fill 1643 posts including 500 doctors, ban on transfers lifted, schedule of monsoon session fixed
Himachal Pradesh cabinet meeting was held on Thursday in Shimla under the chairmanship of Chief Minister Jai Ram Thakur. Apart from filling about 1,643 vacant posts in various departments, several major decisions have been taken in the meeting. The Cabinet decided to fill up 500 posts of Medical Officers in the Health Department to ensure better health services to the people closer to their homes. The cabinet decided that out of 500 posts of doctors, 300 posts would be filled up through walk-in-interview and 200 posts through Himachal Pradesh Public Service Commission within a month.
Approval to fill 880 posts of Community Medical Officers
The cabinet has decided to fill 880 posts of Community Health Officers on contract basis under the National Health Mission in various health and wellness centers under the National Health Mission. Along with this, it was decided to fill 19 posts of Medical Officer (Dental) in Dental Services Department on contract basis. Out of these, it was also decided to fill 50 percent posts through Himachal Pradesh Public Service Commission and the remaining 50 percent posts on batch wise basis.

Ban on transfers removed for 10 days, date fixed for assembly monsoon session
In the government departments of the state, now after about three years, ministers themselves will be able to transfer officers and employees in their departments. The cabinet has decided to remove the moratorium on transfer for 10 days from July 18 to 27. Under this, there will be no need to take the approval of the Chief Minister for making transfers. Officers and employees will be able to apply to their Head of Department for getting their transfers done. On July 20, 2019, the state government had banned general transfers. After this, due to the Corona crisis, this ban was not removed. In between, the government gave some relaxation for transfers in tribal and inaccessible areas, although the ban on general transfers was retained. In special circumstances, transfers were made only on the approval of the Chief Minister. At the same time, the monsoon session of the Himachal Pradesh Legislative Assembly will be for four days from August 10. It has been decided to recommend to the Governor to convene the session. This will be the last session going to be held during the tenure of the current assembly. The cabinet also decided to open Block Medical Office at Kaphota, Sirmaur. For this, approval was given to create and fill 18 posts of different categories.
Loan agreement of Rs 1098.89 crore approved
The State Cabinet has approved the signing of a loan agreement of Rs 1098.89 crore with Asian Development Bank through the Department of Economic Affairs, Government of India for providing external assistance to Himachal Pradesh Rural Water Improvement and Livelihood Project to provide clean drinking water to every household. has given. The project is financed by a loan of Rs 760.77 crore from Asian Development Bank and Rs 338.12 crore from Himachal Pradesh Government, in which Asian Development Bank will have 69.2 per cent share and State Government will have 30.8 per cent.

The cabinet has given contract to create 24 posts of different categories for opening and smooth operation of Jal Shakti Circle in Thunag of Mandi district, 26 posts of clerks in Jal Shakti Department through limited direct recruitment, 25 posts of junior scale stenographers in Secretariat. On this basis, approval has been given to open three new Patwar Circles in Aut Tehsil of Mandi district with creation of necessary posts at Kigas, Bamsoi and Odidhar. It has been decided to create eight posts of different categories in Jal Shakti Department. It was also decided to open a new sub-division of Public Works Department at Makridi in Mandi district and to create and fill nine posts.
New sub tehsils will open
The cabinet decided to open new sub tehsils at Kala Amb in Nahan tehsil of Sirmaur district, Dhamwadi in Chidgaon in Shimla district, Samarkot under Rohru tehsil of Shimla district and Chachiyan in Palampur tehsil of Kangra district. In the meeting, approval was given to reorganize the existing Patwar circles under Paonta Sahib tehsil of Sirmaur district. In order to facilitate the people of the area, in addition to 11 new Patwar Circles at Devi Nagar, Gondpur, Chhacheti, Patliyon, Baikun, Shamsherpur, Manpur Deora, Khodri, Mohkampur, Nawada, Banour and Dandan, two new Kanungo Circles at Rajpura and Bhatanwali and Approval was given to open two new sub-tehsils at Rajpur and Khorowal. With this, a total of 23 Patwar circles and four Kanungo circles will be formed in Paonta Sahib tehsil.
Land given on lease for two Kendriya Vidyalayas
Shimla. The state cabinet has decided to transfer and lease out government land at Re 1 per annum for 99 years for opening new Kendriya Vidyalayas at Dharampur and Sandhol in Mandi district. For the convenience of the students in the newly acquired Government Sanskrit College, Dangar, district Bilaspur, it has also been approved to create and fill four posts of different categories. It has been decided to start commerce classes in Government Senior Secondary School Nishu in district Mandi and to fill up three posts here. New cyber crime police stations will open
The cabinet also approved the opening of two new cyber crime police stations at the range headquarters of Dharamsala and Mandi. In the meeting, it was also decided to build three inspection cottages of Jal Shakti Department at Deodhar in Saraj area of Mandi district, Katrain area of Kullu district and Timbi in Shillai area of Sirmaur district. Approved the opening of new water power sections at Duhk and Tampa under Jal Shakti Mandal Thural. Approval was also accorded to the creation of eight posts of different categories to run these sections.
New health centers will open
Three posts of dispenser in Prisons and Correctional Services Department, upgradation of Community Health Center Sandasu of Shimla district to 50 bedded health institute to create 16 posts of different categories, 50 bedded health center in Kullu district to Sainj. Approval has been given to create and fill 27 posts of different categories to upgrade the institute. Along with upgradation of Community Health Center Haripurdhar of district Sirmaur to Civil Hospital, creation of 26 posts of different categories for operation of health institute, upgradation of 30 bedded Community Health Center Rajpur in Sirmour district to 50 bedded health institute and For its smooth operation, it has also been decided to create and fill 20 posts of different categories. Along with upgradation of Primary Health Center Badukhar in Kangra district to Community Health Center, approval has been given to create and fill four posts of different categories.
Commerce classes in schools
In the meeting, it was decided to start commerce classes in Government Senior Secondary School Nishu in district Mandi and create and fill three posts here. It was decided to start commerce classes in Government Senior Secondary School Sanhal and Dhamandari in Una district and to create 5 posts here. Along with upgradation of Government High School Panvi of Kinnaur district to Government Senior Secondary School, it also decided to fill up 6 posts of different categories.
53 hospitals of Himachal will be online
From the prescription of the patients to the treatment in the hospitals, the system will be online. The State Government has also approved the selection of Center for Development of Advanced Computing, Noida for the design, development and implementation of web based Hospital Management Information System in 53 hospitals in the cabinet meeting. In the meeting, approval was given to create and fill three posts including opening of Ayurvedic Health Center at Kalatha in Sirmaur district. It also gave its approval to open a new Ayurvedic Health Center at Sipur in Kasumpti area of Shimla district and to create and fill up three posts of different categories. In the meeting, it was decided to fill three posts of dispensers in the Department of Prisons and Correctional Services. The Cabinet also decided to convert three posts of Finger Print Examiner into Scientific Assistant in District Forensic Units Bilaspur, Nurpur and Baddi.
Instructions given to the Finance Department to issue UGC Pay Scale
To give UGC pay scale to about 4,700 teachers working in colleges and universities of the state, the cabinet has directed the finance department to issue notification soon. Urban Development Minister Suresh Bhardwaj said that the Chief Minister has directed the officials of Finance Department and Education Department to issue notification on this matter soon.
