Uttarakhand : Three arrested including former Chairman-Secretary in UKSSSC recruitment scam, “Dhami Sarkar” fulfilling the promise of “Zero Tolerance”

Uttarakhand STF has taken major action following Chief Minister Pushkar Singh Dhami’s principle of zero tolerance on rigging in recruitment examinations in Uttarakhand. Former chairman RBS Rawat, secretary Manohar Kanyal, former controller of examination RS Pokharia have been arrested in the investigation of rigging in the VPDO recruitment examination conducted by UKSSSC in 2016. This is the biggest action so far in the recruitment examination case. The investigation in the 2016 case was going on for a long time but after the strong stand of the Chief Minister, the investigating agencies also showed speed. Chief Minister Dhami has been repeatedly saying on several occasions that he will not allow injustice to happen to his young siblings, he will root out the termite of corruption in the recruitment of government jobs. In this sequence, after taking legal action after 6 years in VPDO recruitment, CM has drawn a big streak. Appreciating the action of STF, Chief Minister Dhami said that the investigating agencies are doing their job. No one guilty who kills the rights of the youth of Uttarakhand will be spared.

It is to be known that the Uttarakhand Subordinate Services Selection Commission had conducted the Gram Panchayat Development Officer Selection Test on 6th March 2016. The said examination was conducted on March 6, 2016 in 236 examination centers of all 13 districts. In the said examination, a total of 87196 candidates had participated in the competitive examination. The result of the examination was declared on 30 March 2016. In view of the rigging in the said examination, on the basis of various complaints, an inquiry committee was constituted by the Uttarakhand Government in the year 2017 under the chairmanship of the then Additional Chief Secretary. Due to due consideration on the basis of the report sent by the inquiry committee, and in the order of the directions of the Hon’ble High Court, due to the confirmation of irregularities in the said examination, the result of the said examination was canceled.

In the year 2019, as per the instructions of Secretary Personnel and Vigilance Section, Vigilance Establishment Sector Dehradun received investigation regarding irregularities in the said examination. After the registration of the case, from the year 2020 to the year 2022, the said case was being discussed by Vigilance Establishment Dehradun.

In the month of August 2022, as per the instructions of the Hon’ble Chief Minister, the investigation of the said case was transferred to the STF. Proceeding the investigation by the STF, the action of collection of evidence was taken.

Earlier, the OMR sheet related to the said examination was sent to FSL by the Inquiry Committee and the FSL was confirmed to have tampered with the said OMR sheet. During the investigation, it was also found that the work of OMR scanning / preparation of final results related to the said examination was done at the house of the then Secretary Manohar Singh Kanyal.

So far more than two dozen candidates have been identified during the investigation and their statements were recorded by the STF.
During the investigation, the statements of many important witnesses have also been made in the court, which is an important evidence of the case. During the investigation, three accused 1 Mukesh Kumar Sharma 2 Mukesh Kumar 3 Rajesh Pal have been arrested by the STF in the past.
