Union Education Minister congratulates CM Dhami on Uttarakhand becoming a fully literate state

Union Education Minister Pralhad Joshi has congratulated Chief Minister Pushkar Singh Dhami and the people of the state on Uttarakhand being declared a fully literate state under the ‘ULLAS-Nav Bharat Saksharta Karyakram’ (New India Literacy Programme). Uttarakhand achieved this milestone on July 8, 2026.
In a congratulatory message sent to the Chief Minister, the Union Education Minister stated that this achievement is the result of the Chief Minister’s leadership, administrative commitment, and the collective efforts of the state’s residents. He noted that despite challenging geographical conditions, Uttarakhand has achieved remarkable success in the realm of full literacy, setting an inspiring example for the nation.
The Union Education Minister mentioned that efforts are being made to ensure access, equity, and quality in education from early childhood up to Class 12 through the ‘Samagra Shiksha’ initiative. Meanwhile, the ‘ULLAS’ programme is empowering adults who missed out on formal education by providing them with foundational literacy, life skills, and digital proficiency.
He expressed confidence that this achievement by Uttarakhand would serve as an inspiration for other states and Union Territories across the country. Commending Chief Minister Dhami’s leadership, he stated that Uttarakhand would play a pivotal role in empowering the newly literate through continuing education, life skills, and vocational training, as well as in advancing the objectives of the National Education Policy (NEP) 2020.
Expressing his gratitude to the Union Education Minister, Chief Minister Pushkar Singh Dhami remarked that Uttarakhand becoming a fully literate state is a matter of pride for the entire state. He attributed this achievement to the collective commitment and public participation of the state government, the Education Department, officials, teachers, volunteers, and the citizens of the state.
The Chief Minister emphasized that the state government’s goal extends beyond mere literacy; providing every citizen with quality education, digital literacy, and opportunities for lifelong learning remains a top priority for the government.
