Uttarakhand: Financial promotion of state employees will happen soon! Instructions given by the government to assess the additional expenditure

The Pushkar Singh Dhami government has given positive signals on the huge demand of state personnel. The way may soon be cleared for giving them financial promotion under the Modified Assured Career Promotion Scheme (MACPS) at 10, 16 or 26 years as per the old system. The government has asked all Additional Chief Secretaries, Principal Secretaries, Secretaries, In-charge Secretaries and Heads of Departments to estimate the additional expenditure incurred on this system of financial promotion. The departments will have to give information in this regard within 15 days.
At present, the system of first, second and third MACPS is applicable to state employees on the basis of continuous and satisfactory service of 10, 20 and 30 years respectively from the date of direct recruitment. All the employees organizations including the State Employees Joint Council are demanding to be given promoted pay scales at 10, 16 and 26 years respectively as per the old system of Assured Career Promotion i.e. ACP.
A request has been made to accept the pay scale of the post of promotion in 10, 16 and 26 years as before, in case of non-promotion of teachers, corporation, body, university-college and police personnel, including ministerial cadre and personal assistant cadre.
The organizations have held talks with the top officials of the government and the Chief Minister regarding this demand. Now the government has asked the heads of the departments to estimate the additional expenditure in this matter. From the financial year 2016-17 to the year 2021-22, instructions have been given to assess the financial burden on the implementation of this system. Information in this regard has been asked to be given to the Finance Department.
