Bill introduced in Rajya Sabha to make population control law
Recommendation to abolish many rights if there are more than two children
To bring a strict population policy in the country, three BJP MPs have introduced a private member bill in the Rajya Sabha. The bill, introduced by BJP MPs Subramanian Swamy, Harnath Singh Yadav and Anil Agarwal, suggests several provisions to encourage one child policy. At the same time, there has also been talk of taking away government jobs for producing more than two children and taking away the right to vote, contest elections and form a political party.
This bill has been handed over to the Chairman of Rajya Sabha without the Parliament session. If permission is obtained from the Chairman, then this bill can be discussed in this session of Parliament. Here Uttar Pradesh Chief Minister Yogi Adityanath is also going to announce population policy in the state on July 11. In view of the elections in Uttar Pradesh, politics is expected to heat up on this issue from Parliament to the road.
What is the provision in the bill
In this proposal, being brought as a population control bill, many provisions have been made to encourage one child policy. For example, if a couple undergoes an operation after the birth of a child (and says not to have a second child), then the husband or wife who is doing the operation should be given financial assistance of Rs. Apart from this, financial assistance of 50 thousand rupees should be given if this one child is a boy and one lakh rupees if it is a girl. Apart from this, provision has been made to provide this child admission in Kendriya Vidyalaya at the time of studies, while pursuing professional courses like medical-engineering or management, with priority in admission and fee waiver. The Bill states that if a couple produces two children, no additional exemption or benefit will be given to them.
Strict law on having three children
The draft bill seeks to make stricter laws for couples who have more than two children. According to the draft, if a couple is in a government job and still produces three children, their government job should be terminated. Apart from this, the right of such a couple to vote, form a political party or contest any kind of election from Panchayat to Lok Sabha level, or to be nominated for these institutions should be banned forever.
Strict suggestion has been made not to give any kind of government subsidy to those who have more than three children, no job in government or private companies from grade-1 to grade-4 level. It has been said that such people should be banned from forming a political party as well as any other organization or holding any office in it.
Is it a matter of abolishing citizenship?
The draft of this bill has been prepared by the famous Supreme Court lawyer Ashwini Upadhyay. Does this bill say to end citizenship rights for having three children? On this question of Amar Ujala, Ashwini Upadhyay said that any citizen has two types of rights – Fundamental Rights and Legal Rights. The bill does not talk of curtailing the fundamental right of a person to have more than two children, but it does say that it does take away the legal right to form a party, contest elections or vote.
He prepared the draft of the bill
The draft, prepared by Ashwini Upadhyay, also includes suggestions from eminent lawyer Subramanian Swamy. He has also played a major role in bringing it as a private member bill as a Rajya Sabha member. Ashwini Upadhyay has also been praised for drafting this bill. BJP MP Harnath Singh Yadav, who introduced the bill, told Amar Ujala that the population in the country is increasing at an uncontrolled pace. Due to this poverty, hunger, corruption-crime and other problems are arising. Whatever provision the central government makes for the development of the people, due to the huge population these provisions prove to be like cumin in the mouth of a camel. Harnath Singh Yadav said that if the strict population policy is not implemented soon, it will not be possible to provide food, water and housing to all in the coming times. This will increase crime in the society and will also threaten the sovereignty and integrity of the country. He said that therefore today the need is that the population should be controlled by bringing a strict population policy at the earliest.
Uttar Pradesh government is also bringing special population policy
Meanwhile, the Uttar Pradesh government may reveal its population policy on July 11. Chief Minister Yogi Adityanath has been made acquainted with the key points of the policy. According to the information, many useful suggestions have been given in the population policy of the Uttar Pradesh government to encourage the one-two child policy, while discouraging those who have more than two children in different ways. According to information received from sources, the population policy of Uttar Pradesh has also been said to ban those who have more than two children from contesting elections. Elections are also set to be held in Uttar Pradesh early next year and electoral politics is slowly heating up in the state, it is estimated that politics may intensify on the population policy of Uttar Pradesh and the population control bill introduced in Rajya Sabha.
